In order to ensure the stability, effectiveness and efficiency of the system of preschool, general education and continuing education institutions, the Ministry of Education and Training requests the People's Committees of provinces and cities to advise the Provincial Party Committee Standing Committee to organize the implementation of the Central's instructions on the arrangement of public service units in the field of education and the contents of Official Dispatch No. 131-CV/DU dated November 12, 2025 of the Party Committee of the Ministry of Education and Training.
At the same time, implement the professional guidelines of the Ministry of Education and Training in Official Dispatch No. 6165/BGDDT-GDPT dated October 2, 2025 on the arrangement and organization of preschool, general education and continuing education institutions.
Review and reorganize the apparatus and network of public educational institutions according to the instructions and regulations of the Ministry of Education and Training to ensure streamlining, convenience in organizing teaching activities and suitability with the local situation.
Speed up the arrangement of kindergartens, primary schools, secondary schools, and inter-level schools. Focus on forming, maintaining and developing models of ethnic boarding schools, semi-boarding schools and inter-level boarding schools for students in the commune center or inter-commune to create favorable conditions for students.
Strengthen inspection, monitoring, urging and timely direction to remove difficulties and obstacles, ensuring stability of teaching activities when arranging. At the same time, direct the Department of Education and Training, related sectors and commune-level People's Committees to comprehensively evaluate each arrangement plan, thereby selecting or adjusting a suitable and feasible roadmap. Prioritize safe travel conditions, reasonable distance, limit costs and risks for children, students, trainees, etc., especially in disadvantaged areas, border areas, and islands.
The Ministry of Education and Training requests that localities complete the arrangement of preschools, general education and continuing education institutions before December 31, 2025 according to the direction of the Central Government.
The arrangement plan must ensure feasibility, stability, and no disruption to teaching activities
Previously, on November 12, 2025, the Party Committee of the Ministry of Education and Training sent a document to the Standing Committees of the Provincial Party Committees of provinces and cities on the work of arranging and organizing preschool, general education, and continuing education institutions.
Accordingly, through inspection of the situation of arranging the network of educational institutions in some localities, the Ministry of Education and Training found that: many provinces and cities have proactively and drastically implemented the policy of streamlining the network of public educational institutions in a systematic, scientific, cautious, democratic, public and transparent manner.
However, there are still limitations in implementation, which could potentially affect teaching and learning organization and ensure educational security, especially in disadvantaged areas and densely populated urban areas.
To ensure system stability, the Standing Committee of the Party Committee of the Ministry of Education and Training has proposed that the Standing Committees of the Provincial and Municipal Party Committees focus on directing the correct implementation of the direction of the Central Steering Committee in Plan No. 130 on the arrangement of public service units in the field of education: " Basically keep existing high schools, junior high schools, primary schools, inter-level schools and public kindergartens; only propose arrangement and adjustment when really necessary in a convenient direction, serving the needs of people and students".
The Standing Committee of the Party Committee of the Ministry of Education and Training also requested the Standing Committees of the Provincial and Municipal Party Committees to direct the review and arrangement of branch schools according to a suitable roadmap, focusing on forming, maintaining and developing boarding and semi-boarding schools for students in the center of communes or inter-communes; prioritize ensuring safe travel conditions, reasonable distances, not increasing costs and risks for students, especially in disadvantaged areas, border areas, and islands.
Direct the comprehensive assessment of the arrangement plans to build a suitable implementation roadmap or adjustment plan, ensuring feasibility, stability, and no disruption to teaching activities.
