The Department of Construction of Dong Nai province is organizing a competition for the architectural design of the Provincial Political - Administrative Center.
The land for the architectural design competition is located in the existing Bien Hoa 1 Industrial Park (formerly An Binh Ward, Bien Hoa City, now Tran Bien Ward, Dong Nai Province).
The North and South borders the Urban - Commercial - Service Area; the East and Southeast borders Hanoi Highway (National Highway 1A) and the West and Southwest borders Tran Quoc Toan Street, Cai River.

The total area of the Dong Nai Provincial Political - Administrative Center is about 40 hectares. Including 3 areas:
The Dong Nai Province Political - Administrative Center with an area of 19 hectares will build 20 - 30 story buildings, about 3,200 people working in Party and Government agencies; the Fatherland Front; Socio-political organizations; departments, branches and sectors of Dong Nai province (except for armed forces units).
The conference - exhibition - event center area of 3 hectares is designed with works such as: 1,500-seat hall, 500-seat meeting room, 500-seat art performance room, space or exhibition room and auxiliary functional rooms.
The central square - water square of 18 hectares, with a proposed square of 5,000 people and auxiliary works, is a place to organize political, cultural, sports events, parades and festivals, outdoor performances, winter-works concentrated, associated with exploiting water surface space on all scales with flexible organizational space (gehibition - community - mobile roof - variation of functions). This is also an open space, a place for community activities, exchanges and entertainment that is attractive to people day and night.
First prize in the architectural competition of Dong Nai Province Political - Administrative Center worth nearly 1 billion VND

The project aims to form an administrative center with a synchronous, modern architecture, with its own identity; The participants are domestic and foreign architectural design consulting units with sufficient operating and practice capacity according to current regulations. The cost of organizing the entrance exam is about 3.11 billion VND. Regarding the prize structure, the first prize is 0.9 billion VND, the second prize is 0.7 billion VND, the third prize is 0.5 billion VND. The unpaid plans (maximum support for 5 plans) are about 0.5 billion VND.
Previously, the contest on the idea of planning to convert the function of Bien Hoa Industrial Park 1 into an urban - commercial - service area was approved by the Provincial People's Committee, agreeing to choose the first prize of the contest for implementation.
Bien Hoa 1 Industrial Park is the first industrial park in the country, adjacent to the Dong Nai River, and plays an important role in the history of industrial development of the province. However, due to backward infrastructure and serious environmental pollution, Dong Nai province has approved the Project to convert Bien Hoa 1 Industrial Park into an Urban - Commercial - Service Area and improve the environment with the goal of urban beautification, improving the quality of the living environment and developing a modern and synchronous urban space.
According to the orientation, this area will become a new administrative - political center of the province, integrating large-scale urban, commercial and service functions, ensuring effective infrastructure connection in the expanded urban area of Ho Chi Minh City. The conversion is carried out according to a suitable roadmap, ensuring the principles of sustainable development, effective land use, environmental improvement and promoting the socio-economic development of the province according to the planning orientation of Dong Nai province for the period 2021-2030.
