The Ho Chi Minh City People's Committee has just sent a document to the Department of Construction, the People's Committees of District 8 and Tan Phu District regarding the handling of citizens' complaints related to Vien Ngoc Phuong Nam apartment building (District 8) and Tan Hong Ngoc apartment building (Tan Phu District).
Previously, Standing Deputy Secretary of the Ho Chi Minh City Party Committee Nguyen Thanh Nghi received a text message via phone from residents reflecting on two incidents related to the apartment building.
At Tan Hong Ngoc apartment building, residents accused the Management Board of arbitrarily cutting the elevator cards of many households without getting their opinions, causing prolonged frustration despite repeatedly reporting to the authorities.
At Vien Ngoc Phuong Nam apartment building, residents reported that since its inauguration in 2016, the building has not been accepted for completion and a Management Board has not been established. Residents said that the investor showed signs of overusing power, while the local government was "inactive", causing them to "call for help for 9 years" without being completely resolved.
Carrying out the direction from the Party Committee of Ho Chi Minh City People's Committee on the review and processing of information reflected in accordance with the regulations of the Standing Committee of Ho Chi Minh City Party Committee, Chairman of Ho Chi Minh City People's Committee assigned the Department of Construction to preside over and coordinate with the People's Committee of District 8, People's Committee of Tan Phu District and related units to implement the following contents:
Check and review the direction of the Ho Chi Minh City People's Committee Party Committee; advise on documents to submit to the Ho Chi Minh City People's Committee for consideration and report to the Standing Committee of the Ho Chi Minh City People's Committee on the results of handling citizens' complaints related to Vien Ngoc Phuong Nam apartment building and Tan Hong Ngoc apartment building. Completion date before May 28.
Propose solutions to handle and remove similar difficulties and obstacles in other apartment buildings in the city; submit to the Ho Chi Minh City People's Committee for consideration before June 10.
Regarding Vien Ngoc Phuong Nam apartment building, the Ho Chi Minh City People's Committee recently assigned the Department of Construction to preside over and coordinate with relevant units to review the construction status, 1/2000 scale zoning plan and 1/500 details. Completion date is before May 30.
District 8 People's Committee was assigned to coordinate with the investor - An Dien Construction Investment Joint Stock Company and related units to implement instructions from the Department of Construction, adjust the license, accept the project, move towards establishing a Management Board, and completely resolve the long-standing backlog.
At the same time, the People's Committee of District 8 requested the investor to promptly organize a meeting with residents, with the participation of the district and Rach Ong ward authorities, to publicize the completion roadmap, establish a Management Board and a long-term operation plan.

At Tan Hong Ngoc apartment building, Tan Phu District People's Committee said that up to now, the investor has not collected 2% maintenance fees. Residents have contributed maintenance fees, of which 85% of residents have paid, 15% of residents absolutely refuse to pay.
At the Unusual Apartment Conference in early 2024, the majority of residents voted in favor of collecting the advance payment of maintenance fees, and at the same time applying sanctions to temporarily suspend the provision of elevator card services for households that do not pay fees. However, the Management Board only temporarily stopped supplying magnetic cards to one of the two elevators.
Through the working session with the People's Committee of Tan Phu District, the Board of Directors and the Management Board agreed to re- Provide elevator card services to households that have not paid maintenance fees.
