In the document, the Chairman of Ho Chi Minh City People's Committee assigned the Department of Construction to assume the prime responsibility for, and coordinate with relevant units to study the report on 12.5 of the People's Committee of District 8, urgently check the current construction and planning status (including 1/2000 scale planning and 1/500 details).
The deadline for completing the review and handling instructions is set before May 30, 2025.
District 8 People's Committee was also assigned to preside over and coordinate with An Dien Construction Investment Joint Stock Company - the investor and operator of the building, and related units to strictly implement the instructions from the Department of Construction.
This is to adjust the Construction License, complete the acceptance of the project, move towards the establishment of an Apartment Management Board, and thoroughly resolve the backlog that has lasted for many years.
The People's Committee of District 8 also requested the investor to urgently organize a meeting with residents, with the participation of representatives of the district and Rach Ong ward authorities, to make the completion steps, establish a Management Board and a long-term management and operation plan transparent.
According to a report from the People's Committee of District 8, on the morning of May 9, 2025, residents in some apartments (204, 703, 1111, 1103, 1104) could not use elevators because their cards were locked by the management unit - An Dien Company. The incident caused about 16 people to gather to protest right at the apartment building.
This is not the first time residents have had their elevator rights cut. Previously, on April 15, 2025, the Apartment Management Board also locked the cards of 50 households with the reason of not paying service fees and managing operations.
The People's Committee of District 8 said that the Vien Ngoc Phuong Nam project came into operation in 2016 but has not yet been inspected and accepted by the competent authority.
The reason is that the project has violations of construction. The Department of Construction has repeatedly requested the investor to urgently overcome violations, contact the authorities for inspection and acceptance of the work of collecting works, and at the same time there is a solution to ensure safety for residents.
The report also stated that the cause of the prolonged conflicts at this apartment building stemmed from the investor's failure to fulfill legal obligations, leading to the lack of cooperation of residents in paying management fees. The lack of a Management Board means that residents do not have a legal representative to supervise the operation of apartment buildings.
Faced with prolonged frustration and not being completely resolved, recently residents of Vien Ngoc Phuong Nam apartment building sent a message directly reflecting to Standing Deputy Secretary of the Ho Chi Minh City Party Committee Nguyen Thanh Nghi. Immediately after receiving the information, Mr. Nguyen Thanh Nghi transferred the reflection to the Department of Construction for handling.
