The Ho Chi Minh City Department of Construction has just sent a report to Standing Deputy Secretary of the Ho Chi Minh City Party Committee Nguyen Thanh Nghi on handling information reflecting on Tan Hong Ngoc apartment building (Tan Phu district) and Vien Ngoc Phuong Nam apartment building (District 8).
Previously, Standing Deputy Secretary of the Ho Chi Minh City Party Committee Nguyen Thanh Nghi received a text message via phone from residents reflecting on two incidents related to the apartment building.
At Tan Hong Ngoc apartment building (Tan Phu district), residents reported that the Management Board had " roomwork" behavior, arbitrarily cutting the elevator cards of many apartments without consulting residents, causing outrage in the community. This problem has been reported by local people many times but has not been completely resolved.
At Vien Ngoc Phuong Nam apartment building (District 8), people reported that since the apartment building was put into operation in 2016, it has not been fully accepted and a Management Board has not been established. Residents said that the investor showed signs of overusing power, while the local government was "inactive", causing them to "call for help for 9 years" without being completely resolved.
After receiving feedback from the people, Standing Deputy Secretary of the Ho Chi Minh City Party Committee Nguyen Thanh Nghi forwarded the information to the Department of Construction for handling.
Regarding Tan Hong Ngoc apartment building, the Ho Chi Minh City Department of Construction said that the content of the reflection is related to the management and operation of apartment buildings - under the authority of the People's Committee of Tan Phu district.
Therefore, the Department of Construction recommends that Standing Deputy Secretary of the Ho Chi Minh City Party Committee Nguyen Thanh Nghi direct the Ho Chi Minh City People's Committee to assign the Tan Phu District People's Committee to preside over and coordinate with relevant units to inspect and handle according to regulations.
For Vien Ngoc Phuong Nam apartment building, the Department of Construction said that this project was built in violation of the approved design and had not been accepted by the competent authority, so it was not qualified to organize an apartment building conference to elect a Board of Directors. This reason has led to conflicts between investors and residents in the management and operation of apartments.
The Department of Construction said it had sent a document to the Ho Chi Minh City People's Committee in February 2025. After that, the Ho Chi Minh City People's Committee assigned the District 8 People's Committee to preside over and coordinate with relevant agencies to remove obstacles.
In addition, on May 7, 2025, the People's Committee of District 8 sent an invitation to residents of Vien Ngoc Phuong Nam apartment building to work to continue to resolve the remaining problems.
Based on actual developments, the Ho Chi Minh City Department of Construction recommended that Standing Deputy Secretary of the City Party Committee Nguyen Thanh Nghi direct the Ho Chi Minh City People's Committee to assign District 8 People's Committee to urgently and thoroughly handle the above cases.
