According to Hiep Binh Ward People's Committee, the project to expand National Highway 13 from Binh Trieu bridge to Vinh Binh bridge needs to recover land from 1,041 households and organizations.
Currently, functional agencies have paid compensation to 1,023 cases with a total amount of more than 6,193 billion VND.
Of which, about 4,608 billion VND has been transferred to people's accounts. There are 83 cases receiving 0 VND compensation for using land managed by the State, encroaching for use.
In addition, functional agencies have deposited money into banks for 374/1041 cases, with a total amount of more than 1,584 billion VND due to people not agreeing to receive money, dossiers being disputed, being prevented from transacting or not completing inheritance procedures. Currently, there are still 18 cases being processed for depositing money into banks.
The project has a total area of about 39.54 ha, of which the area to be recovered for project implementation is 17.53 ha.
However, so far only 50/1041 cases have handed over land, equivalent to about 0.807 ha.
According to Hiep Binh Ward People's Committee, there are currently 165 cases agreeing to hand over the site and it is expected to be completed before the end of May 2026.
One of the major difficulties of the project is that the housing and land fund for resettlement has not fully met the needs of affected people. Currently, the City has only arranged 143 land plots and 31 apartments in many resettlement areas such as the 50 ha residential area of Cat Lai ward, the Trade Union housing area of Open University, C8 apartment building, Linh Trung apartment building...
Meanwhile, according to the review of legal documents, there are about 250 cases that need resettlement with land plots and 92 cases that need apartment arrangements. Thus, the City currently lacks 107 land plots and 61 resettlement apartments.
In addition, many households believe that the compensation price for agricultural land is still low compared to the market price and there is a difference with the old Binh Duong area. Some cases of using agricultural land for many years for living and business should propose to raise the compensation price to 50% of the residential land price or equivalent to the price of commercial service land.

Mr. Vu Anh Tuan - Secretary of the Party Committee of Hiep Binh Ward - said that according to the new direction of the Ho Chi Minh City People's Committee, the entire project site must be handed over in July.
To speed up progress, Hiep Binh ward has implemented the "30 days and nights campaign to launch the handover of construction site for the National Highway 13 expansion project". At the same time, 10 mobilization groups were established including ward leaders, Fatherland Front, mass organizations and neighborhoods, directly going to each household to propagate and mobilize to create consensus.
In addition, the Cat Lai Ward Construction Investment Project Management Board also supported a part of the site clearance fund to help people dismantle the project, hire excavators, workers and transport rubble, creating a spreading effect for people to participate in handing over the site.
The 6 km long section of National Highway 13 from Binh Trieu bridge to Vinh Binh will be expanded to 60 m.
In the middle of the route, an elevated road will be built about 3.55 km long with 4 lanes, allowing vehicles to run at a maximum speed of 80 km/h.
Below is a parallel road with 8 - 10 lanes wide, maximum speed of 60 km/h.

The entire route arranges 10 intersections, of which two locations in the Binh Loi and Binh Phuoc elevated bridge areas will build two-way tunnels. In addition, Duc Nho bridge and Ong Dau bridge will also be expanded to ensure synchronous infrastructure.
The total investment of the project is nearly 21,000 billion VND. The project is expected to start construction in January 2027 and be completed in December 2028.
