HCMC spends 16 billion VND to build a new land price list applicable from 2026

Ho Chi Minh City spends more than 16 billion VND to build a land price list for the first time applied from January 1, 2026. The city will survey land prices on more than 7,500 routes to ensure real-life closeness.

The Ho Chi Minh City People's Committee has just issued a decision approving the project to build the first land price list in the city to be applied from January 1, 2026, according to the provisions of Clause 3, Article 159 of the 2024 Land Law.

According to the Ho Chi Minh City People's Committee, the goal of the project is to build a scientific and fair land price list, in accordance with the real estate market and current legal regulations.

This is to ensure transparency and publicity, while effectively serving state management of land, as well as timely updating according to market fluctuations and socio-economic conditions of the city.

The project sets out key tasks, including investigation, survey and collection of land price information by area, location to each plot of land based on the value area and standard plot of land.

Determine land types, areas, land locations in each commune, ward, and town; count the number and classification of land plots; synthesize, analyze, and evaluate the application of the current land price list to build a new price list.

Establish value zones, select standard land plots, determine prices for standard land plots and establish a comparison ratio table to form a detailed land price list.

The investigation will be conducted throughout the city, in which the basic units are communes and wards. The results of the investigation at the commune level will be the basis for synthesizing city data.

According to the plan, each route at each land location will have 3 investigation documents implemented by the commune level. In addition to the existing routes in the current land price list, the consulting unit will survey and add newly arising routes and road sections, to ensure complete data close to reality.

In total, the city will deploy about 27,000 investigation documents on 7,505 routes and road sections.

The project has a total cost of more than 16.2 billion VND, the implementation period is from August to the end of December 2025, in time to complete and apply the first land price list from January 1, 2026.

While waiting for the issuance of the new land price list, Ho Chi Minh City continues to apply current regulations including: Decision No. 79/2024/QD-UBND (formerly in Ho Chi Minh City), Decision No. 63/2024/QD-UBND (formerly in Binh Duong province) and Decision No. 26/2024/QD-UBND (formerly in Ba Ria - Vung Tau province) until the end of 2025.
