The Ho Chi Minh City People's Committee has just sent a document to departments, branches, sectors, People's Committees of wards and communes to implement solutions to increase supply, reduce housing and real estate prices, and stabilize and develop the city's real estate market.
The Ho Chi Minh City People's Committee assigns relevant agencies to be directly responsible for removing difficulties and obstacles for real estate projects, promoting implementation progress, at the same time reforming administrative procedures, arranging enough civil servants to avoid stagnation in handling planning documents, land, construction, housing and investment.
The Ho Chi Minh City Department of Construction is assigned to preside over and coordinate with relevant agencies to propagate and disseminate legal policies, publicize information about the real estate market, housing projects, especially social housing, as well as new urban areas.
The Department of Construction is also required to speed up urban planning and development, especially areas according to the TOD (Transit-Oriented Development) model, while shortening administrative procedures to facilitate real estate projects.
In promoting housing supply, the Department of Construction coordinates with the Department of Finance to promptly resolve problems in projects that are backlogged and slow to be implemented, especially focusing on providing housing for low-income groups.
In addition, the Department of Agriculture and Environment is assigned to advise on land allocation for social housing development, supporting investors to complete targets according to the Prime Minister's decision.
The city also strengthens inspection and supervision of the activities of real estate enterprises, exchanges and brokers, preventing unreasonable price increases, profiteering, and market disruption.
At the same time, the Department of Construction needs to coordinate with the Ministry of Construction to build a database on housing and the real estate market, as a basis for proposing policies for the development of resort real estate and industrial parks.
Relevant agencies are required to publicly and transparently disclose information, especially on land funds for social housing, workers' accommodation in industrial parks and 20% of land funds in commercial housing projects.
The People's Committees of communes, wards and special zones will coordinate with relevant units to implement decentralization and delegation of authority according to the provisions of Decree 140/2025/ND-CP, ensuring the real estate market develops healthily and sustainably.
