An Khanh Ward People's Committee (HCMC) is currently seeking opinions on the dossier of partial adjustment of the 1/2000 scale zoning plan of Sub-zone No. 1 Thu Thiem New Urban Area; 1/500 scale detailed plan of the Central Political - Administrative - Cultural Center and Central Lake Park.
Previously, the Standing Committee of the Ho Chi Minh City Party Committee approved the construction location of the Political - Administrative Center in the central lake area of Thu Thiem New Urban Area.
However, to ensure space for the Political - Administrative Center to reach international stature, the city determines that it is necessary to adjust the location of some projects that are being and about to be implemented.
According to the adjustment plan, the rearrangement of the plan will focus on key public investment projects such as the Children's Palace, the Theater, the Central Square, the core area of the International Financial Center and the system of public space, trees, and water surfaces.
The Political - Administrative Center, about 7.84 hectares wide, is located in a solemn location, one side adjacent to and becomes a highlight of the Central Square - a place to organize political activities and community cultural activities.
This project is also located on the landscape axis connecting space from the existing historical center (Me Linh Square) across the Saigon River to Thu Thiem. The other side of the project is adjacent to the green space and water surface of the Central Lake, both creating the solemnity of an administrative - political project and harmoniously connecting with the public space, close to the people.
Ho Chi Minh City Children's Palace (currently being implemented) will be adjusted to a new location with a relatively independent campus, convenient for special activities of children, while still associated with green space, water surface and public space. The new location has access conditions and space similar to the old location.
The former Children's Palace land area will be converted into public green land and water surface, contributing to completing the overall architectural space and in line with the orientation of forming Thu Thiem central lake.
The city swapped the location of the Symphony Orchestra, Music and Ballet Theater from the Ba Son bridgehead area to the adjacent position of the Political - Administrative Center. Here, the project will be oriented to develop into a Theater - Performing Arts - Conference Center with a scale of about 2,000 seats, forming a multi-functional public project complex of politics - administration - culture.
The theater land at the old location will be converted into a green park and square, connected to Central Square and riverside park, creating a continuous open space along the Saigon River, increasing community living space for people.
At the same time, the planning of the core area of the International Financial Center is also adjusted to increase the height, swapping part of the function adjacent to the Central Square from commercial - service land to urban-level public green land. The land use coefficient indicator will be focused on building prominent high-rise buildings, creating architectural highlights and symbols for the International Financial Center, and at the same time optimizing land use value for auction, creating investment capital.
The city also swapped the function of sports and urban culture land to a complex urban area, in the context that Ho Chi Minh City is implementing the construction of Rach Chiec National Sports Complex in Binh Trung ward. This adjustment aims to optimize land use value, in line with the overall development orientation of Thu Thiem new urban area in the coming period.
