The Ho Chi Minh City People's Committee has just issued a decision approving the 1/2000 scale zoning plan for the International University Urban Area in Xuan Thoi Son commune, marking an important turning point in the process of restarting one of the largest urban projects in the Northwest region of the city.
According to the decision, the planning area belongs to part of the administrative boundary of Xuan Thoi Son commune. The boundary of the land is determined: the southeast borders An Ha canal; the west and southwest borders Tay Ninh province and canal 8; the north borders Xang canal.
The planning scale is about 880 hectares, while the planning scope is nearly 924 hectares. The planning period is determined to 2040.
The planning is to concretize the development orientation according to the Ho Chi Minh City Planning for the period 2021 - 2030, with a vision to 2050, as well as the Project to adjust the City Master Plan to 2040, with a vision to 2060 has been approved.
This will be an important legal basis for managing the development and implementation of investment in the construction of the Vietnam International University Urban Area in the direction of synchronization in technical infrastructure, social infrastructure and landscape architecture.

According to the orientation, the urban area will be developed modernly, with identity, effectively exploiting the natural conditions and ecosystems typical of the area, associated with the goal of sustainable development, environmental protection and climate change adaptation.
Urban space is harmoniously organized between the functions of training, research, housing, services, culture and entertainment, gradually improving the quality of life for people.
In terms of nature and role, this area is identified as a research - training functional area according to the Ho Chi Minh City Planning, playing a core role of the training center cluster in the North of the City.
When formed, the urban area will connect with other large-scale educational and research institutions, contributing to reducing pressure on the central area, while becoming a driving force to promote socio-economic development, create jobs and form a high-quality living environment for the Northwest gateway area.
It is forecasted that the urban area will have a population of about 135,000 people, along with about 60,000 students studying and researching.
The indicators of land use, social infrastructure and technical infrastructure will be determined in accordance with the orientation of the City's General Planning, ensuring synchronous connection with the regional infrastructure system.
According to the assignment, the Ho Chi Minh City People's Committee is the planning approval agency; the Department of Planning and Architecture conducts the appraisal; Berjaya Vietnam International University Urban Joint Stock Company is the unit organizing the project preparation and approval. The project preparation period is not more than 9 months according to regulations.

The International University Urban Area Project was granted an investment certificate in 2008 with a total capital of about VND56,000 billion. However, due to problems in site clearance and changes in the legal framework, the project has been "shelved" for 17 years.
In early 2025, the Government issued Decision 80/QD-TTg to adjust the investment policy, raising the total capital to 59,000 billion VND, creating an important legal corridor for the project to restart.
