At the 2nd Plenum of the 14th Central Committee, our Party continued to affirm the requirement to promote the "going ahead, opening the way" role of political and ideological work, while emphasizing the application of science and technology and digital transformation as a breakthrough method of this work.
Regulation No. 19-QD/TW on political and ideological work in the Party has stated the responsibilities of cadres and party members, including the content in Article 11 on listening, speaking, writing and acting according to the resolution.
Regarding information reception, the Regulation clearly states, proactively receiving and analyzing objective and scientific information; not chasing after public opinion, not avoiding complex issues arising in practice; strengthening the application of digital technology and digital communication platforms in receiving, analyzing and processing information. Respecting and listening to the opinions of the people, reflecting truthfully to competent authorities.
Regarding speaking, speaking and writing, according to Regulation No. 19-QD/TW, absolutely comply with speaking discipline, regulations on providing and using information; speaking and writing correctly according to the Party's viewpoints and guidelines, policies and laws of the State; orienting public opinion positively in the media and cyberspace; not expressing emotions and attitudes contrary to political orientations; not sharing or commenting on information that goes against the Party and State's guidelines and policies, unverified information, and false information.
Writing reports, presentations, and speeches must be in accordance with political orientations, ensuring Party nature, combativeness, educational nature, setting an example, being objective and accurate. Resolutely protect the right and truth; persistently explain and correct distorted perceptions; proactively fight against false and hostile information and arguments with scientific and persuasive arguments;
Fight to prevent the risk of "ideological neutralization", political indifference, avoidance of opinions; resolutely oppose manifestations of extreme democracy, populism, and taking advantage of forums to serve personal interests.
Regarding action according to the resolution, implement the correct viewpoints and guidelines of the Party, the Party Committee, and the Party cell at the workplace and residence, and link professional responsibility with political responsibility. Be thorough and drastic in implementation, consistent in awareness and action, taking work products, specific results and the level of confidence as striving criteria.
According to Dr. Le Trung Kien - Institute of Ho Chi Minh and Party Leaders (Ho Chi Minh National Academy of Politics), Regulation No. 19-QD/TW is of particular importance in consolidating and protecting the Party's ideological foundation, fighting against wrong and hostile views in the digital age.
Through clearly defining the responsibilities of cadres and party members in listening, speaking, writing and acting according to resolutions, Regulation 19-QD/TW contributes to establishing ideological discipline, improving political bravery and public opinion orientation capacity in the current context of information explosion.
Especially, in the digital media environment with a very fast and complex speed of information spread, requiring cadres and party members to proactively receive and analyze information in a scientific way, while strictly complying with the discipline of speaking and orienting information according to the Party's guidelines, has created an important "ideological shield".
Through this, it not only contributes to effectively preventing distorted and false arguments in cyberspace but also strengthens social trust, maintains ideological unity within the Party and consensus among the people - a fundamental factor for political stability and sustainable development of the country" - Dr. Le Trung Kien analyzed.
