The Ho Chi Minh City People's Committee is organizing to collect opinions from relevant agencies, organizations, individuals and the residential community on the Ho Chi Minh City Master Plan for the period 2025 - 2050, 100-year vision.
The opinion poll takes place from July 3rd to the end of July 23rd, 2026. People, agencies, and organizations can participate in contributing opinions through opinion polls or online forms.
According to the draft, the scope of planning includes the entire administrative boundaries of Ho Chi Minh City with an area of about 6,772.59 km2, including 168 administrative units (113 wards, 54 communes and Con Dao special zone), and also includes the sea encroachment exploitation to serve the city's economic development needs.
The planning boundary is determined: East bordering Dong Nai province and Lam Dong province; West bordering Tay Ninh province and Dong Thap province; North bordering Tay Ninh province and Dong Nai province; South bordering Dong Thap province and the East Sea.
The draft plan also sets out socio-economic development targets for each stage.
By 2030, Ho Chi Minh City is expected to have about 16 million people (excluding converted population), GRDP reaching about 110 - 120 billion USD, average GRDP growth rate of at least 10%/year in the period 2026 - 2030.
By 2045, the projected population size will reach 20 - 21 million people, GRDP of about 500 - 550 billion USD, maintaining an average growth rate of at least 10%/year in the period 2031 - 2045.
By 2050, the city's population is expected to reach 22 - 23 million people, GRDP of about 750 - 800 billion USD, average GRDP growth rate of at least 6%/year in the period 2046 - 2050.
One of the notable contents of the draft is to assess the merger of Ho Chi Minh City with Binh Duong and Ba Ria - Vung Tau not only as an expansion in area, population or resources, but also creating a strong synergistic effect according to the principle "1 + 2 > 3".
After the merger, Ho Chi Minh City is oriented to develop into a multi-polar megacity, fully converging the functions of a financial, commercial, science and technology, processing and manufacturing industry, seaport, logistics and marine economy center.
In which, Ho Chi Minh City continues to play the role of innovation center and provide high-quality services; Binh Duong promotes advantages in modern industry and large-scale production ecosystems; while Ba Ria - Vung Tau supplements strengths in deep-water ports, international logistics, tourism and marine economic development.
According to the planning orientation, the close link between the three localities will help optimize the production - service - logistics value chain, expand development space, improve international competitiveness, and strongly attract high-quality investment capital flows.
The goal is to form a new growth pole with the largest scale and influence in Southeast Asia, creating spillover momentum for the entire Southeast region and the whole country.
According to the plan, the Ho Chi Minh City People's Committee is expected to approve the Ho Chi Minh City Master Plan on October 30, 2026 and officially announce it on November 10, 2026.
