According to the document signed and promulgated by Mr. Tran Huu Bao - Deputy Director of Hanoi Department of Construction, investors, project management boards and construction contractors on roads and streets in Hanoi must strengthen field supervision, accelerate progress, complete construction items; restore site clearance, clean up, ensure traffic safety, environmental sanitation and urban aesthetics, and complete before January 15, 2026.

Hanoi Department of Construction announces temporary suspension of road and sidewalk excavation, except for projects handling unexpected incidents and some key projects permitted by the City People's Committee or the Department of Construction. Specifically:
From January 16, 2026 to the end of January 26, 2026: Temporarily stop excavating roads and sidewalks on some main routes, ring roads, routes around the National Convention Center, hotels where delegates stay and routes serving the movement of delegates attending the 14th Party Congress.
From February 7, 2026 to the end of March 3, 2026: Temporarily stop excavating roads and sidewalks throughout the city during the Lunar New Year holiday of Binh Ngo 2026.
Hanoi Department of Construction requests Hanoi City Police and Hanoi City Inspectorate to strengthen coordination, inspection, and strictly handle violations of investors, project management boards, and construction contractors.
At the same time, the People's Committees of wards and communes are required to direct the Infrastructure Investment Project Management Board, investors and contractors licensed by localities to urgently complete the under construction works, restore the ground, ensure traffic safety and order, environmental sanitation and urban aesthetics; organize the temporary suspension of road and sidewalk digging in accordance with regulations.
The Hanoi Department of Construction assigns departments, specialized units and units managing, maintaining, and maintaining traffic infrastructure and technical infrastructure to strengthen site inspection; strictly handle violations and promptly report to the Department for consideration and direction for contents beyond their authority.
