Binh Phu and Tam Thang wards have just announced areas where people are exempted from construction permits. This is an effort of the Ho Chi Minh City government in reforming administrative procedures, facilitating people to build houses and stabilize their lives.
Binh Phu: Striving for 70% of projects to be exempted from construction permits
Mr. Nguyen Huy Thang, Chairman of Binh Phu Ward People's Committee, said that this is the first ward in Ho Chi Minh City to announce areas exempted from construction permits. This activity aims to concretize administrative reform, facilitating people. Binh Phu Ward was established on the basis of merging the old wards: Ward 11, Ward 10 (formerly District 6) and part of Ward 16 (formerly District 8), and immediately after coming into operation (from July 1), the ward has reviewed and piloted the exemption of construction permits in qualified places.

Currently, the first 3 areas with a total of 384 plots of land have been exempted from construction permits. These are the An Duong Vuong Market Quarter Residential Area, the 2.9-hectare Resettlement Area and the Rach Ruot Ngua Residential Area. All of these areas have approved detailed plans at a scale of 1/500.
Mr. Ngo The Minh, one of the first people to be exempted from a construction permit, expressed his joy: "Previously, building a house required many complicated procedures, now being exempted from a permit, people are much more proactive".

Mr. Nguyen Huy Thang hopes that in the next 2-3 years, 70% of construction and repair works in the ward will be exempted from these procedures. To achieve the goal, the ward will continue to coordinate with departments and branches to review and adjust the 1/2000 planning and implement the detailed 1/500 planning to expand areas exempted from licenses.
Tam Thang expands construction permit exemption scope
Along with Binh Phu, Tam Thang ward also announced 3 areas where people are exempted from construction permits. Mr. Le Xuan Tu, Chairman of the Ward People's Committee, said that instead of asking for a license, people only need to send a notice of started construction in writing with the design drawings to the Ward People's Committee. He noted that people must comply with the approved 1/500 planning.
Mr. Nguyen Huu Tri, a resident of Tam Thang ward, expressed his joy that the ward announced the places that were eligible for exemption from construction permits and pledged to strictly comply with regulations to avoid illegal construction. Tam Thang Ward will also continue to announce 13 other areas, bringing the total number of areas exempted from construction permits to 16.
Up to now, the Ho Chi Minh City Department of Construction has announced a list of 112 projects with over 356 individual house projects eligible for exemption from construction permits according to regulations.
