From July 1, 2025, many cases of individual house construction will be exempted from construction permits. This information was shared by Mr. Nguyen Kien Giang - Deputy Head of the Department of Traffic Construction Maintenance and Exploitation Management under the Ho Chi Minh City Department of Construction - at a press conference on the afternoon of June 26.
According to Mr. Giang, the pilot exemption of construction permits is an effort to reduce administrative procedures and travel time for people when investing in construction works in the city, especially in the context of merging provincial-level authorities.

Accordingly, the subjects exempted from the construction permit from July 1 are individual houses with a scale of less than 7 floors belonging to urban area construction investment projects, housing construction investment projects with detailed planning 1/500 approved by competent state agencies.
The design of individual house construction in this case will be implemented according to the provisions of Clause 7, Article 79 of the 2014 Construction Law. The construction of individual houses for households and individuals is regulated in Clause 3, Clause 4, Article 9 of Decree 06/2021 of the Government.
When the project is exempted from a license, people only need to submit a notice of started construction to the People's Committee of the commune where the project is built. The deadline for submission is 7 working days before starting construction. The notice must be accompanied by a certified copy of legal documents on land, design and construction of individual houses in accordance with planning architectural criteria.

Implementing the Prime Minister's Official Dispatch 78 on focusing on cutting and simplifying the construction sector, the Department of Construction is coordinating with many districts (District 6, 7, 8, 12, Binh Tan, Tan Phu, Can Gio, Hoc Mon, Nha Be) and Thu Duc City to review housing projects with approved detailed plans 1/500.
It is expected that on July 1, 2025, the Department of Construction will announce a list of projects with detailed 1/500 planning or urban designs approved by competent state agencies that are exempt from construction permits. The areas with the most plots of land exempted from construction permits are forecast to be District 7, Nha Be, Binh Chanh and Thu Duc City.
