The Prime Minister requested a summary and assessment of the implementation of the pilot exemption of construction permits in Hanoi and Ho Chi Minh City and study the possibility of expanding the scope of application.

On August 13, the Government Office announced that Politburo member and Prime Minister Pham Minh Chinh had just signed Official Dispatch No. 133/CD-TTg on promoting the implementation of a number of tasks and solutions to achieve the economic growth target for 2025.

The Prime Minister requested the Ministry of Industry and Trade to preside over and coordinate with relevant agencies to develop and effectively implement the Legal framework Project on smart manufacturing development, smart factory model, smart governance model, national program for technology development and strategic industry; continue to effectively implement the semiconductor industry development strategy.

Research and develop policies to encourage businesses to invest in innovation, absorption and mastery of technology, especially core technology and source technology; promote protection of industrial property rights.

Focus on resolving investment proposals for power source projects according to the adjusted Power Plan VIII, especially gas and wind power complexes of foreign investors; Resolutely handle long-standing power projects in August 2025.

Strengthen inspection, supervision, management, and urging of important energy projects, power projects, and transmission, firmly ensure national energy security, provide enough electricity, gasoline, essential goods, input materials to serve production, business activities, and people's lives, absolutely do not let electricity and gasoline lack in any case.

The Ministry of Industry and Trade urgently reviews and reports to competent authorities in August 2025 on amendments and supplements to regulations on direct power purchase and sale mechanisms between renewable energy power generation units and large electricity customers; development of renewable energy, new energy, self-produced and self-consumed electricity...

The Ministry of Finance shall preside over and coordinate with relevant agencies to strengthen inspection, control, and supervision of import-export activities, combat smuggling, trade fraud, and illegal transshipment.

The Ministry of Construction, ministries, agencies and localities coordinate with Ho Chi Minh City and Hanoi to summarize and evaluate the implementation of the pilot exemption of construction permits for people in areas with detailed plans of 1/500; study the possibility of expanding the scope of application, report to the Prime Minister in the fourth quarter of 2025.

The Prime Minister requested ministries, agencies and localities to effectively implement the Resolution on comprehensive solutions to promptly and effectively respond to US tariff policies and plans to implement counter- trade agreements with the US after it is issued.

Develop and implement policies and solutions to support and enhance competitiveness for industries and businesses affected by US countervailing tax policies, support the implementation of a traceability system, participate in supply chains and value chains in the region and globally.

The Ministry of Industry and Trade shall preside over and coordinate with relevant agencies to continue trade negotiations with the US to achieve the most favorable commitments for Vietnam, towards a comprehensive trade agreement, strengthening the Vietnam - US economic - trade relationship in a balanced and sustainable manner; and quickly implementing signed and committed trade agreements with the US.

Disseminate and guide US counterpart tax policies, including counterpart taxes on Vietnamese export goods and related contents for people and businesses, especially those directly affected.
