Weary of waiting for pink books for many years
Residents of the 9 View Apartment project (Phuoc Long ward), have moved in to live in the apartment building since 2019 and have completed 98% of financial obligations, but so far there is still no pink book. According to representatives of the Apartment Building Management Board, the reason for the extension of pink book issuance for residents is due to the project adjusting the planning, increasing from 14 to 17 floors. This additional area arises additional financial obligations, but is still stuck in the price appraisal stage. Many other apartment buildings are also "legally entangled" similarly. Notably, since Task Force 1645 went into operation, each bottleneck has been removed to resolve the issuance of pink books, ensuring the rights of the people. On April 28, Task Force 1645 chaired by Director of Ho Chi Minh City Department of Agriculture and Rural Development Nguyen Toan Thang, worked with investors to remove obstacles and consider issuing pink books to buyers at commercial housing projects, including 9 View Apartment (Phuoc Long ward). The project is invested by Hung Thinh Real Estate Business Investment Joint Stock Company, including 725 Phuoc Long Ward People's Committee said that people are upset because they have not received their books for a long time and requested to quickly resolve this issue.
After listening to the units' reports and assessments, Mr. Nguyen Toan Thang requested the investor to coordinate with the Land Management Department (under the Department of Agriculture and Rural Development of Ho Chi Minh City) to determine the area for issuing land use right certificates. After that, functional units will proceed to issue pink books to buyers.
Breakthrough solutions from inter-sectoral coordination
According to statistics, in the Ho Chi Minh City area alone (formerly), since working group 1645 was established in November 2024, it has held meetings to remove obstacles for 255 projects, with 33,258 houses that have been granted pink books; 9,705 dossiers transferred to tax authorities. Previously, the city also removed obstacles and issued books for 77 projects with nearly 30,000 houses.
Dr. Pham Viet Thuan - Director of the Institute of Economics, Natural Resources and Environment of Ho Chi Minh City - said that the situation of "hanging" pink books for a long time is a bottleneck affecting the rights of homebuyers. He assessed that the removal of obstacles thanks to the drastic direction of the department's leaders and the working sessions of Task Force 1645 shows a focused and responsible management method.

Task Force 1645 has issued a 2026 plan with the goal of reviewing and removing difficulties for 60 projects, about 68,000 houses in Ho Chi Minh City. The Department of Agriculture and Rural Development will resolve the issuance of pink books in accordance with legal regulations, ensuring progress in processing 30% of the total number of dossiers each quarter. The goal for 2026 is to issue 61,200,000 pink books/6,800,000 dossiers, reaching 90% of the total number of eligible dossiers, an increase of 15% compared to 2025.
