The information was given by Mr. Le Duc Anh - Deputy Head of the Housing and Real Estate Market Management Department (Ho Chi Minh City Department of Construction) - at a regular press conference on the socio-economic situation on the afternoon of January 8.
According to Mr. Le Duc Anh, before January 19, the city will start construction of 3 social housing projects, including: Social security housing - Dinh Hoa Zone 3 (phase 1) with 1,178 units; Social security housing - Dinh Hoa Zone 4 with 3,190 units; and My Xuan B1 social housing area with 1,200 units.
Mr. Le Duc Anh said that the city has proactively prepared land funds, completed legal procedures, and applied many preferential policies to attract businesses to participate in social housing development. The goal in 2026, Ho Chi Minh City strives to develop 28,500 social housing units according to the assigned target.
Also at the press conference, representatives of the Ho Chi Minh City Department of Construction assessed that the Ho Chi Minh City real estate market has had a positive recovery after a long period of sluggishness.
From 2020 to mid-2024, the city's real estate business activities had a period of negative growth of more than 15%. However, thanks to a series of solutions to remove difficulties, the negative growth rate gradually decreased year by year and began to achieve positive growth from the end of 2024.
By 2025, Ho Chi Minh City's real estate sector recorded positive growth of 3.06%, showing clear signs of recovery.
According to the Ho Chi Minh City Department of Construction, from August 1, 2024, when important laws such as the 2023 Housing Law, the 2023 Real Estate Business Law, and the 2024 Land Law officially took effect, the legal corridor for the real estate market has become more open, helping to remove many prolonged obstacles.
In 2025 and early 2026, the city has synchronously implemented many breakthrough solutions to remove land "knotholes", unlock resources for the market. Including the issuance of the Land Price List applied from January 1, 2026; maximizing the application of special mechanisms according to Resolution 98 (amended) to handle BT projects; piloting land use purpose conversion for commercial housing.
To date, Ho Chi Minh City has approved the pilot commercial housing for 96 projects, and is considering 25 more projects.
The Ho Chi Minh City People's Committee has also established a Special Task Force, and at the same time strengthened the Steering Committee for Housing Policy and Real Estate Market to focus on reviewing and removing obstacles for backlog projects.
As a result, 80 projects in the area have been removed, including 5 projects under the authority of the Prime Minister.
According to representatives of the Ho Chi Minh City Department of Construction, at the end of 2025, the Ho Chi Minh City People's Committee launched the City Public Administration Service Center, aiming for a paperless administration, without administrative boundaries, taking people and businesses as the service center.
Currently, 100% of administrative procedures in Ho Chi Minh City are carried out in an electronic environment, regardless of administrative boundaries; 30% of administrative procedures have been reduced, exceeding the set schedule.
With these strong legal foundations and reforms, Ho Chi Minh City expects 2026 to create clear changes for the real estate market, making an important contribution to the city's double-digit economic growth target.
