For works and projects affected by not organizing district-level authorities and arranging commune-level administrative units (such as tasks, programs, projects serving the purpose of building, renovating, upgrading headquarters, purchasing equipment of agencies under district and commune levels; cultural and sports centers, village cultural houses; district-level health centers, including regional general clinics, kindergartens, commune and ward health stations, town health stations, projects serving district and commune-level communication activities, etc.), the policy of the City People's Committee is to temporarily suspend the implementation of un Initiated headquarters projects; speed up progress, urgently complete settlement work, end the completed or handed-over headquarters projects.
The competent authority deciding on project investment shall organize an assessment and decide on the continued implementation of the project according to the approved project decision or adjust the project in accordance with the purpose of use for head office projects that have started construction.
The decision to continue implementing the project or adjust the project must ensure savings, in accordance with the purpose of use when implementing the two-level local government organization; avoid loss and waste; safety of works, life, health of people and property; fire prevention and fighting; environmental protection.
Regarding the procurement of assets and equipment of agencies, organizations, departments, offices and units under the management of district and commune-level administrative units, the City People's Committee requested to review the allocated estimates, and only conduct the procurement of assets and working equipment in cases where it is really necessary to maintain normal operations of the agency or unit. In case it is not really necessary and urgent, the shopping will be temporarily suspended.
The City People's Committee requests the Department of Construction to preside over and coordinate with the People's Committees of districts, towns, and related units to review and advise the City People's Committee and the Chairman of the City People's Committee to consider and decide to continue implementing or adjusting projects for city-level projects that have started construction (including projects using district-level budgets such as: Dong Anh District Administrative Center Construction Project; District Party Committee - People's Council - People's Committee of Thuong Tin District...).
The People's Committees of districts, towns and cities organize assessments and decide to continue implementing or adjusting projects for each headquarters project managed by the district level. Districts, towns and cities are responsible for deciding to continue implementing the project or adjusting the project.
Capital Command, City Police, City People's Court, City People's Procuracy report to the Ministry of Defense, Ministry of Public Security, Supreme People's Court, Supreme People's Procuracy (vertical industry) deciding to continue implementing projects or adjustment of headquarters for projects approved by vertical industry.
Units that decide to continue implementing the project and adjust the project must comply with regulations on public investment, budget, construction, bidding, land and other relevant regulations.
For projects in other fields other than headquarters projects, units continue to speed up the implementation progress, contributing to the completion of the city's Public Investment Plan disbursement target of 100%.
The establishment, appraisal and approval of investment policies for new projects of all sectors and fields must comply with the provisions of the Law on Public Investment 2024 in the context of implementing Conclusion No. 127-KL/TU of the Politburo.
Units report implementation results before April 28 to the Department of Finance for synthesis and submission to the City People's Committee to report the results of districts, towns and vertical units.
