From September 1 to November 30, 2025, Hanoi will implement a 90-day campaign to clean up and enrich land data. However, in some localities, the implementation still has rigid approaches, as Lao Dong Newspaper recorded, some communes and wards in Hanoi have issued a notice that if not paid on time, "all benefits will not be resolved".
Regarding this issue, Mr. Pham Van Tinh - Deputy Director of the Hanoi Land Registration Office (Hanoi Department of Agriculture and Environment) said that the 9-day and night campaign to "clean and enrich" land data is a concrete and practical step to realize the major policy of the Party, State and Government on building a national land database, one of the six key databases, playing a fundamental role for e-Government, digital government, digital economy and digital society.
When completed, this data system will be connected and shared interactively with ministries and branches, helping to fundamentally innovate national governance methods, especially in the field of land management towards modernity, transparency and efficiency.
This is also an important tool for people and businesses to carry out land administrative procedures more quickly, accurately and conveniently in the electronic environment.
According to Mr. Tinh, in the context of reorganizing the two-level local government model, complete and accurate land data will help grassroots authorities have tools to handle administrative procedures right in communes, wards and towns. People no longer have to travel much, their applications are processed electronically, saving time and costs.

When asked why people have to provide photocopy of the Land Use Rights Certificate and Citizen Identification Card, Mr. Pham Van Tinh said that due to the characteristics of information about land users including information about land and identity documents, the citizen identification card on the Certificate issued to land users has been formed over many periods, under different management, storage and technology conditions.
Along with that, some people arbitrarily transferred, changed the purpose of use or transacted with handwritten documents, and have not completed the inheritance rights... causing the current data to be lacking, distorted and inconsistent.
"The campaign to "enrich and clean" the land database aims to build an information system "correct - complete - clean - living - unified - shared", serving transparent and effective state management, while facilitating people and businesses to carry out administrative procedures on land on the National Public Service Portal.
To achieve this, the participation of the entire political system and community is needed, in which land users and owners of assets attached to land play an important role in providing and authenticating accurate information," said Mr. Tinh.
According to this person, the Ministry of Public Security is coordinating with the Ministry of Agriculture and Environment to build a utility on the VneID application so that people can provide information and check and authenticate information about land and housing users through the National Population Database through the utility on the VneID application without having to provide a copy of the Certificate and Citizen identification card.
The two Ministries have also issued a plan to provide detailed instructions on professional processes, ensuring safety, security, and information confidentiality. The support of people in providing, reviewing and authenticating data is a key factor in completing the national land database, contributing to improving the quality of public services and promoting national digital transformation.
Therefore, the participation and support of people in providing, reviewing, supplementing, and authenticating information with management agencies to "enrich and clean" data is very valuable.
This is an important step for the State and the people to complete the national land database, serving the implementation and settlement of administrative procedures on land and other online public services in the electronic environment.
