Neighbors and former owners both confirmed that they were wronged
Lao Dong Newspaper has published an article reflecting: Mr. Nguyen Cao Tien, Phu Luong Ward, Hanoi City, said that he is the owner of the land plot No. 159, issued by the People's Committee of the old Thanh Oai District on January 6, 1999 (GCNQSDD No. A993995).
Mr. Tien has been using this red book as a bank loan procedure for many years. In 2024, Mr. Tien completed the procedures to give his son, Nguyen Cao Quan. When completing the procedures, the Land Registration Office of Ha Dong District (old) discovered that the red book had been erased from the user's name and returned the file.
Sending this question to the People's Committee of the old Phu Lam ward, Mr. Tien's family was shocked to receive information that in the decision to allocate land in 1999 (Decision No. 05QD/UB of the People's Committee of the old Thanh Oai district, this plot of land is named after Mr. Vu Dinh Vien (neighborhood).
Confirming this issue before, Mr. Vu Dinh Vien (the person whose name was in the land allocation decision) affirmed that this decision was an incorrect transfer of his name.
After the article was published, on October 22, the representative of Mr. Nguyen Cao Tien's family said that the People's Committee of Phu Luong Ward had invited the family to work on October 3.
The Minutes stated the working content as follows: Verifying information reported by the press related to plot No. 159, Map sheet No. 06, area 205 m2, issued by Thanh Oai District People's Committee with land use right certificate in 1999.
Mr. Nguyen Cao Tien's family said that at the meeting that day, the family provided 12 related documents such as: Land use right certificate No. A993995; Land transfer certificate dated April 3, 1993; Registration fee declaration form, Land use fee declaration form, Non-agricultural land use tax declaration form, Personal income tax declaration form, etc.
The representative of Mr. Tien's family added that at the meeting, Mr. Vu Dinh Vien continued to affirm: "I have nothing to do with plot number 159, map sheet number 6, area 205 m2 of Mr. Nguyen Cao Tien. Request the competent authority to resolve the matter for Mr. Tien's family according to regulations".
Not only did the neighbor confirm that at the meeting on October 3, the former owner of the land plot, Mr. Vu Thanh Ngoc, also confirmed in the record as follows: In 1993, I transferred a part of the land plot to Mr. Nguyen Cao Tien. In 1995, my family built a stable house until now, adjacent to Mr. Tien's land. Currently, the family has used a stable boundary without any disputes. If there are errors in Mr. Tien's certificate, we request that competent authorities resolve it for Mr. Tien's family".


Request to submit receipt for collection of money more than 20 years ago
In the working minutes provided by the people, the opinion of Ms. Nguyen Thi Thinh, Head of the Economic, Infrastructure and Urban Affairs Department of Phu Luong Ward is clearly stated as follows: Request Mr. Nguyen Cao Tien's family to check the archival file to see if there is still receipt to pay the fees and charges when receiving the land use right certificate and documents related to the land plot to the Economic, Infrastructure and Urban Affairs Department to have a basis for consideration and consultation to report to the Ward People's Committee to carry out the next steps.
Immediately after the working session on October 3, on the same day, Mr. La Quang Thuc, Chairman of Phu Luong Ward People's Committee signed Document No. 910/UBND-KTHT&DT on the settlement of Mr. Nguyen Cao Tien's dossier.
In this Official Dispatch, the People's Committee of Phu Luong Ward stated: at the conference (October 3), the ward requested Mr. Nguyen Cao Tien to check the archival file providing receipts for fees and charges when receiving the Land Use Rights Certificate and documents related to the land plot.
After the family provided, the Ward People's Committee conducted an inspection and review to carry out the next steps.
The People's Committee of the ward said that from the above grounds, the ward does not have enough basis to resolve and send back all the documents that Mr. Nguyen Cao Tien has submitted.
Discussing this issue with Lao Dong Newspaper, the representative of Mr. Nguyen Cao Tien's family said that the request of the Ward People's Committee to supplement the receipt for collecting money from more than 20 years ago was not convincing. Because this is no different from making things difficult for the family.
Moreover, red book No. A993995 does not include the content of recording the financial obligations of the land user. Why does the ward require this issue?
Mr. La Quang Thuc, Chairman of Phu Luong Ward People's Committee, said that this dossier is very complicated, and will be verified and discussed with reporters.
