On March 29, information from Vinh Hung Ward People's Committee, Nghe An province said that it had issued a decision to force the implementation of remedial measures against Mr. Thai Quoc Tam (representative of the residential community) related to the act of occupying land to build a drainage ditch in Trung Tien block.
According to the decision, the encroached area is 5.9 m2 belonging to the land plot that has been granted a Certificate of Land Use Rights of Mr. Vo Dinh Long's household. The violation is determined according to the provisions of Decree No. 123/2024/ND-CP of the Government on sanctioning administrative violations in the field of land.

Because the case has expired the statute of limitations for administrative violations, functional agencies do not impose monetary fines, but still force the application of remedial measures, including dismantling the works and restoring the original state of the land within 15 days from the date of receiving the decision. In case of non-compliance, coercion will be applied according to regulations.
This is a new development related to the case that Lao Dong Newspaper has reported about Mr. Vo Dinh Long's family, although using land legally, still being prevented from building houses by some households due to a drainage ditch dispute.
The results of previous inspections by functional agencies determined that the ditch line was formed after the time of issuance of the Certificate of Land Use Rights and was not in the cadastral records through periods. Mr. Long's land use is within the boundary, for the right purpose and legal.
Faced with this reality, Mr. Long proposed dismantling the encroached ditch section and self-funding the construction of a new ditch line at a public land location to ensure common drainage for the residential area. The plan was agreed upon by the local government and relevant agencies, but some households still disagreed, causing the family's house construction to be stalled for a long time.
