Immediately after the Prime Minister's telegrams No. 68 and 80 on promoting the implementation of asset handling plans after the arrangement and organization of the apparatus, many localities have issued strong instructions on this.
In Tuyen Quang, the Chairman of the Provincial People's Committee directed heads of departments and localities to seriously review and evaluate the current status of management and use of existing headquarters and public assets, based on the staffing after the arrangement and the staffing norms according to regulations.
The Chairman of Tuyen Quang Provincial People's Committee also requested agencies and units to complete the development of a plan to arrange and handle public assets under their management no later than June 5, 2025.
According to statistics from Thai Nguyen province, district-level units in the area are currently managing a total of 116 headquarters, of which 72 will continue to be used and 36 surplus headquarters will be transferred or handled according to appropriate plans.
Commune-level units in Thai Nguyen will continue to use 127 existing headquarters, while the remaining 39 surplus headquarters will be transferred or handled appropriately to provincial-level units and areas such as health, education, police, and military.

The Department of Finance of Thai Nguyen province is assigned to guide units and localities in handling finance, arranging headquarters and public assets. District and commune levels are required to coordinate to propose a plan to handle headquarters that are not allowed to continue to be used, ensuring the handling of public assets in accordance with regulations, without causing waste.
By the end of 2024, the whole country had more than 11,000 public real estate that were abandoned or ineffective. It is expected that by July 2025, when the 2-level local government model is implemented, there will be more than 4,200 surplus public offices, bringing the total surplus public assets to more than 15,200.
The National Assembly is also considering stronger decentralization to provincial authorities to manage the use of public assets in the context of merging provinces.
According to Mr. Hoang Minh Hieu - Standing Member of the National Assembly's Committee on Law and Justice, it is necessary to boldly amend legal regulations to delegate authority to localities, especially provincial People's Committees.
"In the context of removing the district level and rearranging the commune level, the role of the provincial level will be even more clearly demonstrated," said Mr. Hieu.
In Official Dispatch No. 80 dated June 1, 2025, the Prime Minister requested the Ministry of Finance to build a database on public asset management as a foundation for controlling, operating and assessing personal responsibility during the implementation process.
The Prime Minister requested that agencies must develop a plan to handle public assets according to the "6 clear" principle: clear people, clear work, clear time, clear responsibilities, clear products, clear authority. The head of the agency or unit directly assigns the responsible officer to monitor, deploy, and supervise the progress of handling assets under his/her management.
