Politburo member and Permanent Deputy Prime Minister Nguyen Hoa Binh has just signed Directive No. 14/CT-TTg dated May 28, 2025 of the Prime Minister on developing a socio-economic development plan and a state budget estimate for 2026.
In the directive, the Prime Minister requested the 2026 Socio-Economic Development Plan to be developed on the basis of a full and substantial assessment of the results of the 2025 Plan implementation and a forecast of the world and domestic situation.
Analyze, forecast, proactively develop synchronous, focused and key plans and solutions to ensure double-digit growth targets.
Based on the implementation results of the first 6 months of 2025, ministries, central and local agencies will organize assessments and estimates of the implementation of the 2025 Socio-Economic Development Plan in all sectors and fields assigned to them for responsibility and management.
The work of reviewing, supplementing and perfecting institutions is associated with improving the effectiveness and efficiency of law enforcement organization according to Resolution No. 66-NQ/TW of the Politburo; cutting and simplifying administrative procedures, business regulations, and removing bottlenecks.
Resolve backlog projects; build a legal framework to implement the Politburo's Resolutions on private economy, innovation, etc. Complete regulations on the arrangement and streamlining of the State apparatus, promote decentralization and delegation of authority.
Executiveate and coordinate closely, synchronously, harmoniously and effectively monetary policies, fiscal policies and other macro policies.
In particular, clarifying credit management, interest rates, exchange rates, gold market management; state budget revenue and expenditure; price management; policies on tax exemption, reduction, extension, fees, charges, land rents;
Promote public investment; attract foreign investment capital; promote harmonious and sustainable trade with partners; create breakthroughs for new growth drivers.
The work of reorganizing the apparatus; strengthening decentralization, delegation of authority, enhancing the responsibility of the head; discipline, order, and administration associated with inspection, supervision, control of power and resource allocation, improving implementation capacity.
The work of preventing and combating corruption, waste, negativity, and group interests; promoting the arrangement and effective handling of public assets after the merger, streamlining the organizational apparatus.
Focus on completing a synchronous and modern strategic infrastructure system, prioritizing key and important national transport projects, high-speed road systems, inter-regional projects and large urban infrastructure, digital transformation infrastructure.
Connecting the expressway system with airports, seaports and deploying a high-speed railway and urban railway system; removing difficulties and obstacles for large-scale projects. Attract investment in infrastructure projects under the public-private partnership method.
Implement restructuring of sectors, fields and within sectors in conjunction with growth model innovation, improving productivity, quality, efficiency, competitiveness, autonomy, adaptability and resilience of the economy.
Comprehensively develop cultural and social fields, ensure harmonious connection with economic development; ensure social security, improve people's lives. Innovation and improvement of the quality of social policies to meet development requirements.
