The qualifying round of the 2025 National U21 Football Championship officially kicked off on July 4 with the participation of 23 teams and divided into 5 groups.
Group A includes 4 teams Hanoi, Hoai Duc, PVF-CAND and The Cong Viettel. Group B includes 5 teams: Hanoi Police, Thanh Hoa, Song Lam Nghe An, Dao Ha Football Center and PVF.
Group C includes 4 teams: Quang Nam, Hue, Da Nang and Hoang Anh Gia Lai I. Group D includes 5 teams: An Giang, Binh Dinh, Dong Thap, Vinh Long and Ho Chi Minh City.
Meanwhile, Group E has the participation of 5 teams: Dak Lak, Dong Nai, Hoang Anh Gia Lai II, Tay Ninh and Ho Chi Minh City Football Club.

The teams compete in a round robin to calculate ranking points in each group. 12 places in the final round will be determined including 5 group winners, 5 second-placed teams, 1 third-placed team with the best results and the host team in the final round.
In case the home team of the final round is in the group of 11 teams with the best results, the remaining spot will be awarded to the third-placed team with the next best results. When comparing the third-placed teams in groups with uneven numbers, the organizing committee will not count the results of the matches against the bottom-placed teams in groups with 5 teams, to ensure fairness in the number of matches.
According to the plan, groups of 5 teams including B, D, and E will compete from July 4 to July 14. The two groups of 4 teams, Group A and C, will compete from July 9 to July 14.
The National U21 qualifiers are an important screening step to discover young talents in the next generation of clubs, while creating the premise for a quality and attractive final round.
