At the conference to review 2 years of implementing Decision No. 2214/QD-TTg dated December 28, 2021 of the Prime Minister approving the Program to implement the Movement "All people unite to build a cultural life" for the period 2021 - 2026, organized by the Vietnam General Confederation of Labor in Da Nang recently, one of the difficulties and limitations of many local trade unions was the lack of human resources to do the work of registering, checking, synthesizing, and submitting for recognition of the title "Cultural Standard Agency", "Cultural Standard Unit", "Cultural Standard Enterprise".
The reason is that most of the documents are manual documents with many papers including: Registration forms, score sheets, evaluation reports... on paper. Full-time union officials do not have specialized expertise in the cultural field, so they face many difficulties. On the other hand, the work of the Labor Federation at district, county, and industry levels at the end of the year is very busy (the time to evaluate and score agencies, units, and enterprises that meet cultural standards) while the number of union officials is small, so the manual reception and classification of documents will be slow. Agencies, units, and enterprises that use paper documents will spend time moving and submitting documents... Statistics and storage are still manual. When it is necessary to check and review, it is quite time-consuming and not very effective.

According to Ms. Dinh Thi Thanh Ha, Vice President of the Da Nang City Labor Federation, with the goal of adding work without putting pressure on the direct superior unions at the grassroots level, optimizing time, costs and human resources, the cultural agency evaluation software built by the Da Nang City Labor Federation has increased work efficiency through the automatic reporting process.
This software has automated the registration, reporting, and notification processes when there is new news. Providing quick feedback and easy information exchange. Automating many tasks, from sending notifications to creating summary reports. The software also has the following functions: Account hierarchy management; sub-unit management; registration approval; scoring; reporting statistics...
“In 2023, when the system was completed, the Da Nang City Labor Federation tested the evaluation software on a web platform. Compared to previous manual management, this software has increased accuracy and reliability; enhanced information security; provided detailed analysis information and made data management very easy,” said Ms. Dinh Thi Thanh Ha.
Also according to Ms. Dinh Thi Thanh Ha, currently, the Da Nang City Labor Federation has integrated software on the web platform and developed a single sign-on system SSO to optimize login management with the goal of: Each grassroots union - One login account - Using multiple applications. To thereby reduce time, optimize work efficiency, thereby creating a ready platform to develop the next applications such as: Union member management, agreement management, data management... to integrate into the system to help each grassroots union only need to log in once to the system, thereby using all administrative applications of the city's union organization.
