Accordingly, the program is coordinated between the parties: Center for Fisheries Economics and Planning (Vietnam Institute of Fisheries Science), Vietnam Fisheries Union and Duong Hoa Commune People's Committee (Quang Ninh province).

The program is implemented to raise awareness of the fishing community about environmental protection, law compliance and preserving the cultural identity of fishing villages, towards building a civilized, united coastal community and developing sustainable livelihoods.
At the conference, delegates and fishermen were propagated about preserving the cultural values of fishing villages, building a civilized lifestyle and promoting the spirit of mutual support in the community.
At the same time, contents related to combating illegal, unreported and unregulated (IUU) fishing, traceability of aquatic products, protection of aquatic resources and responsible exploitation are also widely disseminated.
In addition, guidance materials on hygiene and occupational safety on fishing vessels are distributed to fishermen to raise awareness and responsibility in the process of seafood exploitation, contributing to ensuring safety for workers and vehicles operating at sea.
One of the highlights of the program is the support for installing and guiding the use of electronic fishing logbooks (eLogBooks) on the navigation platform for more than 20 fishing vessels with a length of 15m or more.
The application of digital technology not only helps fishermen fully implement legal regulations but also enhances transparency, effectively serving the work of tracing the origin of aquatic products, towards building a modern and responsible fishing industry.

In parallel with that, the program supports fishing households to carry out sorting and collecting waste at source on fishing vessels; equipping waste storage tools for households participating in the model and arranging waste collection points in the fishing port area. These practical activities contribute to improving the environmental landscape, reducing ocean plastic waste, and raising environmental awareness in coastal communities.
To enhance community management efficiency, two surveillance cameras are also installed in community living areas and fishing ports. This system contributes to ensuring security and order, raising self-management awareness and responsibility of local people.
According to the implementing units, the "Civilized Fish Village" model is expected to create positive changes in the awareness and actions of fishermen about law compliance, marine environmental protection and responsible seafood exploitation.
At the same time, the model contributes to building civilized and safe coastal communities, preserving the cultural identity of traditional fishing villages and creating a foundation for sustainable fisheries development associated with building new rural areas.
The implementation of the model in Duong Hoa commune is also an important practical basis for research, evaluation and replication in other coastal localities in the coming time, contributing to realizing the goal of sustainable marine economic development and improving the lives of the fishing community.
