Support for high school and 10th grade entrance exams
In response to the need to improve the quality of education, especially the results of the high school graduation exam and the entrance exam for grade 10 high school in the context of applying the 2018 general education program, Hai Duong province has taken practical steps to support public educational institutions in organizing extra classes and taking extra classes for students.
On the afternoon of June 10, at the 31st session, the 17th Hai Duong Provincial People's Council passed a separate resolution on supporting funding for organizing entrance exams for grade 10 high school in the 2025-2026 school year and high school graduation exams in 2025 for public secondary and high schools and vocational education - Continuing education centers (VET - GDTX) in the province.
According to the Department of Education and Training (DET), currently, public secondary schools, high schools, and vocational education and training centers are facing difficulties in human resources and finance. Because the number of assigned teachers has not met the standards according to the regulations of the joint ministries of Education and Training - Home Affairs - Finance, many units have to contract more teachers and pay for overtime teaching according to Decree No. 111/2022/ND-CP of the Government.
Meanwhile, tuition fees and other legal fees only meet the principle of sufficient revenue and expenditure, the state's regular expenditure budget allocated to these units is only enough to maintain basic educational activities. This causes many financial difficulties for organizing reviews in schools if students do not collect money.
Mr. Luong Van Viet - Director of the Department of Education and Training of Hai Duong - said that organizing reviews is of special significance in the 2024-2025 school year, which is the first year that grade 12 students take the high school graduation exam under the new general education program.
At the same time, the entrance exam for grade 10 in the 2025-2026 school year will also have changes towards a more comprehensive assessment. Therefore, the province's support for exam preparation costs will create conditions for students to review systematically, while ensuring fairness in knowledge access opportunities between regions.
Support 25 billion VND
The exam review support period is determined from March 25, 2025 to May 31, 2025 - the end of the school year. During this 10-week period, 100% of secondary schools, high schools and public vocational education and training centers in the province will implement a review program organized for senior students.
The support content includes expenses for teachers directly teaching under the overtime salary regime after completing the main teaching task and other work according to current regulations.
In addition, support also includes expenses for organization, management, and direction of extra teaching and learning, calculated at 10% of the total cost spent on teachers directly teaching.
The total support budget is VND 25,203,564,000, of which VND 13,271,104,000 is supported for secondary schools, VND 9,368,558,000 is supported for high schools and VND 2,563,902,000 is supported for vocational education and training centers.
The budget is determined based on the salary + class allowance + average seniority allowance that teachers currently receive/teacher/month at the units, divided by district and commune level.
This support not only contributes to solving financial difficulties for schools but also demonstrates Hai Duong province's determination in ensuring the quality of output education, while helping students have more conditions to review effectively and confidently enter important exams.
