At the session, the Hai Duong Provincial People's Council discussed and approved a series of resolutions, including the task of planning the 1/2,000 scale construction zoning for Thanh Mien 2, Binh Giang 3, Binh Giang 4 industrial parks; the list of land plots expected to implement pilot projects according to Resolution 171/2024/QH15 of the National Assembly; stipulating the fee and charge for online public service provision in the province.
In addition, the Hai Duong Provincial People's Council also resolved to adjust and allocate the public investment plan of local budget capital for the period 2021 - 2025 and the plan for 2025; approve the list of projects requiring land acquisition, conversion of forest land use purposes, rice-growing land to serve arising projects in 2025.
Notably, the session passed a resolution to support funding for extra teaching, reviewing for the entrance exam for grade 10 high school and reviewing for the high school graduation exam in 2025; at the same time, abolishing Resolution No. 25/2023/NQ-HDND related to the policy of supporting cadres, civil servants and part-time workers at the commune level to retire early and quit their jobs due to redundancy when rearranging commune-level administrative units in the period of 2023 - 2025.

Speaking at the opening of the session, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Le Van Hieu said that in the past time, the Politburo and the Secretariat have had many very drastic conclusions on the policy of implementing the arrangement of provincial-level administrative units, at the same time as the merger and consolidation of commune-level administrative units. The spirit is to complete it early to operate synchronously when the revised Constitution takes effect from July 1.
This is also the time when Hai Duong province is entering the final stage of implementing socio-economic development tasks at the end of 2025 and the end of the 2020-2025 term. The great pressure poses a higher requirement for direction, management and preparation for synchronous implementation in the entire political system.
The Chairman of the Provincial People's Council affirmed that the contents submitted at the meeting had been seriously prepared by the Provincial People's Committee and relevant agencies, with full legal basis, in accordance with procedures and had been carefully reviewed by the Standing Committee of the Provincial People's Council and the Provincial People's Council Committees.
These are necessary contents, which must be implemented in June 2025 to facilitate the stable and effective operation of the government apparatus under the new administrative unit from July 1.
