At the 31st Session (special session), the 17th Hai Duong Provincial People's Council held on June 10, Mr. Le Van Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council emphasized that the resolutions passed at the session are very important, contributing to the effective implementation of tasks on restructuring the apparatus and promoting local socio-economic development.
Mr. Le Van Hieu said that according to the Central Government's policy, the arrangement of provincial-level administrative units will be carried out simultaneously with the merger and consolidation of commune-level administrative units in localities that have fully prepared conditions.
These localities can implement it as soon as the Constitution (amended) and related legal documents officially take effect.
To ensure the effective implementation of this important policy, Party committees and authorities at all levels need to strengthen propaganda work, create consensus among the people; at the same time, do a good job of political and ideological work, enhance the sense of responsibility in performing public duties of cadres, civil servants and public employees.
Special attention should be paid to the regime and policies for cases of arranging, changing work positions or quitting jobs, creating the most favorable conditions for them to continue to contribute to the organization and society.
The Chairman of the Hai Duong Provincial People's Council proposed to soon develop a specific plan, clearly defining the roadmap and tasks that need to be implemented immediately to put the new commune-level government model into effective operation, in accordance with the direction of the Central Government.
Localities must ensure uninterrupted management and provision of public services; at the same time, urgently review and adjust administrative procedures in accordance with the new organizational model, rebuild the internal procedure settlement process in a scientific and effective manner.
It is expected that in the near future, the Provincial People's Council will continue to discuss and issue a number of policies to stabilize the operation of the commune-level government, while preparing for the merger of provincial-level administrative units.
The Chairman of the Provincial People's Council also requested the Provincial People's Council, People's Committee and specialized agencies to proactively coordinate with relevant agencies of Hai Phong City to review and evaluate the regimes and policies of the two localities, thereby promptly proposing solutions to handle the shortcomings.
Mr. Le Van Hieu requested the People's Committee of Hai Duong province to urgently direct the effective implementation of the resolutions passed at the meeting. In particular, it is necessary to pay special attention to additional resolutions with targets to support payment for completed volumes of basic construction investment projects invested by the People's Committees at the commune level in new rural construction. The inspection and urging of capital disbursement need to be carried out vigorously, ensuring completion in June 2025.
