On the morning of June 12, Chairman of the Hanoi People's Committee Tran Sy Thanh chaired a meeting with the Working Group to direct and guide the work of arranging commune-level administrative units in Hanoi.
Resolving the regime for 300 people
Speaking at the meeting, Director of the Department of Home Affairs Tran Dinh Canh provided general information on the Central's directives related to the work of arranging commune-level administrative units. On that basis, the Department of Home Affairs has submitted to the City Party Committee 6 projects related to the Plan to reorganize the commune-level apparatus; Project of the city inspectorate after there is no longer a district-level inspectorate; Center for one-level public administrative service from the city to 126 communes and wards; the transfer of health centers of 126 communes and wards; operation of the Agricultural Service Center; operation of the Vocational Education and Continuing Education Center.
Regarding the plan to arrange cadres, Mr. Tran Dinh Canh said that through the review, the city currently has 9,536 cadres and civil servants arranged for 126 communes and wards. Of which, 876 people have applied for retirement under Decree 178, the city has resolved the regime for 300 people.
Currently, districts, towns and cities still have 253 cadres and civil servants who have not been arranged for positions. The Department of Home Affairs will work with the City Party Committee's Organization Committee to arrange them appropriately.
At the meeting, Director of the Department of Finance Nguyen Xuan Luu informed about the plan to arrange and assign working headquarters for 126 communes and wards. Accordingly, 30 districts, towns and 526 communes, wards and towns are using 903 facilities.
According to the working headquarters plan of 126 communes and wards after the arrangement, the city will arrange 232 houses and land facilities as headquarters of 126 communes and wards according to the principle of 1 concentrated headquarters or 2 dispersed headquarters for each commune and ward, ensuring compliance with standards, norms, administrative - political center position, working conditions for cadres, civil servants and public employees after the arrangement.
Regarding surplus headquarters, Mr. Nguyen Xuan Luu said that the People's Committees of communes and wards after the arrangement are responsible for developing, issuing a plan to handle and organize the handling of surplus headquarters under their management, within 5 years (2025-2029). Localities implement according to the principle of ensuring 6 clearly "clear people, clear work, clear time, clear responsibility, clear products, clear authority".
After June 20, the city will have enough cadres and civil servants of 126 new communes and wards
Concluding the meeting, Chairman of the City People's Committee Tran Sy Thanh said that there is not much time left from now until July when the new government apparatus at the commune level comes into operation. In particular, the important task of the city is that the new commune-level government apparatus must operate effectively to serve the needs of people and businesses.
Mr. Tran Sy Thanh suggested that members of the working group need to closely follow the assigned facilities and units to promptly implement this important task. To implement this task, Chairman of the City People's Committee Tran Sy Thanh has just signed a Decision to establish 30 teams to hand over and 126 teams to receive functions, tasks, organizational structure, payroll, finance, assets, facilities and professional tasks in 30 current districts, towns and cities, 126 new communes and wards.
The task of members in these groups is to implement the handover and receipt of functions, tasks, organizational structure, staffing, finance and assets, facilities and professional tasks. Accordingly, conduct reviews and statistics; carry out the handover and receipt of functions and tasks; organize the apparatus and personnel of agencies, units, self-managed organizations and residents.
At the same time, hand over facilities, finances, and assets (including headquarters, facilities, and equipment of agencies and units located in new communes and wards). Along with that, all personnel records; documents related to the implementation of economic - social, national defense - security, and foreign affairs tasks are being handed over and received; records and documents are stored according to regulations on conservation with a term and permanence.
According to the Chairman of the Hanoi People's Committee, the arrangement of the commune-level administrative apparatus is a new thing, an unprecedented difficulty, especially in the context of the lack of legal documents, so the implementation of "running and lining up" is not yet possible. In that spirit, Mr. Tran Sy Thanh requested the working group as well as localities to prioritize serving people and businesses related to handling administrative procedures.
In particular, the city assigned the City Public Administration Service Center to support 126 new communes and wards in terms of technology, infrastructure, personnel, etc. to implement the "one-stop" model, guiding people in handling administrative procedures. It is expected that after June 20, the city will have enough cadres and civil servants of 126 new communes and wards to operate under the new model.
These preparations must be completed before June 25 so that when officially operated from July 1, it can be smooth and efficient, Mr. Tran Sy Thanh emphasized and suggested that the City People's Committee Office work with the transmission line rental service providers to operate the online meeting system to 126 communes and wards as well as exchange information online.
