At the meeting with voters, General Secretary To Lam highly appreciated the development of Hanoi in recent times and most recently the results of implementing socio-economic targets in the first quarter of 2025 were all at a high level, in which GRDP increased by 7.35%, budget revenue increased by 69.3% over the same period in 2024.
Emphasizing that this is a very good development momentum, the General Secretary hopes and believes that the city, as a growth pole, will continue to maintain and strive to complete the economic growth target of 8% or more in 2025.
However, the General Secretary noted that Hanoi must continue to focus on solving urgent and urgent problems, especially traffic congestion, environmental pollution (air, river pollution, etc.).
The General Secretary also suggested 2 issues that the capital needs to pay attention to research and implementation in the coming time.
One is to develop a thematic on ensuring food safety, not allowing fake milk, fake medicine, or unsafe food to affect the health lives of people and tourists.

According to the General Secretary, Hanoi cannot lose food hygiene and safety, because this will affect the reputation of the capital, the health of the people, and the quality of the city.
"This issue is alarming, after the recent case of fake milk and fake medicine, the Government will continue to pay attention to this, we cannot let incidents like this affect the people. Many voters are very interested and reflect. In addition, there are areas selling street food, street food, temporary markets, street markets, trading in food of unknown origin, expired, counterfeit goods, and counterfeit goods. Including essential goods such as milk for children, not only affect people's health but also cause frustration in society," said the General Secretary.
The second issue, General Secretary To Lam emphasized, Hanoi needs to take care of education and school policies. Accordingly, Hanoi needs to continue to pay deep attention to ensuring the quality of teaching and learning, taking care of comprehensive development for children in the capital.
According to the General Secretary, Hanoi should "have a policy to support free lunch at school for students", to reduce pressure on parents who do not have to pick up and drop off their children at noon.
The General Secretary analyzed that Hanoi currently has about 1.2 - 1.3 million primary and secondary school students. "Hanoi collects about VND 250,000 billion in the budget in the first quarter of 2025, which is more than enough," the General Secretary said and suggested that Hanoi study.
Priority is given to using surplus headquarters after the merger as schools and medical facilities
Responding to voters' recommendations on public assets after the arrangement and merger of administrative units, General Secretary To Lam said that he would prioritize the use of surplus headquarters after the merger for schools and medical facilities.
"The first priority of redundant agencies and headquarters is to renovate, repair, open schools, and open classes. The second priority is to use it for medical facilities and health stations of communes and wards to serve the needs of medical examination and treatment for people," said the General Secretary.
The General Secretary also suggested using surplus headquarters for public activities to serve the cultural, physical education and sports needs of the people.
Stating the reality that in many wards there is currently no space for people to participate in club activities, and there is even no place for Party cell meetings, the General Secretary requested to reserve the surplus ward headquarters after the merger to serve community activities.
"There must be a place to develop culture, a library, a place for the elderly to play chess, have fun... I am sure that if this is done well, there will be no waste," the General Secretary emphasized.
Regarding the renovation and reconstruction of old apartment buildings, the General Secretary emphasized that this is an issue of great concern to the Party and State because the apartment buildings have not so far ensured safety and always hope that people will have a better new place to live.
Agreeing with the policy of renovating old apartment buildings to harmonize the interests of people, businesses and the State, the General Secretary emphasized that this is a very clear and must be done.
Regarding voters' opinions on naming new wards and communes in the capital, the General Secretary said that Hanoi can refer to the naming of new wards proposed by Ho Chi Minh City when using the names of famous landmarks of the past.
"For example, Cho Lon ward. Previously, Ho Chi Minh City placed Ward 1, Ward 3, Ward 5, Ward 7... making it very difficult for people to identify. This issue is decided by the City People's Council, but naming only requires mentioning the name to immediately visualize it," the General Secretary suggested.
