The Ministry of Education and Training is seeking opinions on the draft Circular regulating codes, appointments and salary classification for teachers teaching in public educational institutions.
In particular, Article 14 of the draft Circular stipulates the appointment and salary arrangement for university lecturers. Specifically as follows:
1. Officials who are teaching at public higher education institutions that meet the standards of professional ethics and training and fostering qualifications prescribed in the Vocational standards for lecturers teaching at higher education institutions are appointed to the corresponding professional title according to the provisions of Clause 10, Article 2 of this Circular as follows:
a) Appointment to the professional title of university lecturer - Code V.07.01.03 for lecturer (grade III) - Code V.07.01.03;
b) Appointment to the professional title of main university lecturer - Code V.07.01.02 for main lecturer (grade II) - Code V.07.01.02;
c) Appointment to the professional title of senior university lecturer - Code V.07.01.01 for senior lecturer (grade I) - Code V.07.01.
2. The professional titles of teaching staff specified in this Circular are applied to the Professional and Technical Salary Table for cadres and civil servants in State public service units ( Table 3) issued with Decree No. 204/2004/ND-CP, specifically as follows:
a) Lecturer professional title - Code: V.07.01.03 is applied to the salary coefficient of type A1 civil servants, from salary coefficient 2.34 to salary coefficient 4.98;
b) Main lecturer professional title - Code: V.07.01.02 is applied to the salary coefficient of type A2 civil servants, group 1 (A2.1) from salary coefficient 4.40 to salary coefficient 6.78;
c) Professional title of senior lecturer - Code: V.07.01.01 is applied to the salary coefficient of civil servants of type A3, group 1 (A3.1) from salary coefficient 6.20 to salary coefficient 8.00.
3. The appointment and salary arrangement of teaching staff with the title of associate professor and professor is carried out according to the instructions in Decree No. 141/2013/ND-CP dated October 24, 2013 of the Government detailing and guiding the implementation of a number of articles of the Law on Higher Education and Decree No. 117/2016/ND-CP dated July 21, 2016 of the Government amending and supplementing a number of articles of Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government on salary regime for cadres, civil servants, public employees and armed forces.
