Also attending the Congress were Mr. Bui Manh Khoa - Member of the 15th National Assembly, full-time member of the National Assembly's Law Committee; representatives of provincial departments, branches and sectors and 199 delegates representing Party members in the entire Ngoc Trao Commune Party Committee.
According to the political report at the Congress, for the 2020 - 2025 term, implementing Resolution No. 1686/NQ-UBTVQH15 dated June 16, 2025 of the Standing Committee of the 14th National Assembly on the arrangement of administrative units of Thanh Hoa province, Ngoc Trao commune was established on the basis of merging 4 communes: Ngoc Trao, Thanh An, Thanh Long and Thanh Tam.
During his term, Ngoc Trao commune achieved many achievements in socio-economic development, ensuring national defense and security, building the Party and the political system. Average income per capita in 2025 will reach 60.8 million VND. The economic structure shifted in a positive direction, increasing the proportion of industry and services, reducing the proportion of agriculture.
The new rural construction program is implemented synchronously by the Party Committee and the Steering Committee for the construction of new rural areas in the old communes, with focus and key points; each year, specific targets and tasks are assigned to agencies and units. The face of the countryside is increasingly spacious, clean and beautiful, the environment is improved.
For the 2025 - 2030 term, with the motto "Solidarity - Responsibility - Innovation - Development", the Commune Party Committee identified key tasks such as: strengthening the building of a clean and strong Party and political system; sustainable economic development, improving quality, efficiency, and competitiveness.
The commune will focus on breakthroughs: building and perfecting a synchronous and modern socio-economic infrastructure system (focusing on transportation, healthcare, education); attracting infrastructure investment in industrial clusters; promoting the application of science and technology, digital transformation in party agencies, authorities, the Fatherland Front and mass organizations. At the same time, build a team of cadres, civil servants, and public employees, especially leaders and managers with strong political will; promote the revolutionary tradition of the heroic Ngoc Trao Border Guard Station, proactively overcome difficulties, and be determined to complete the goals and tasks set by the Congress.
In his speech, Mr. Vo Manh Son suggested that the Ngoc Trao Commune Party Committee closely follow the direction of the Central and Provincial Party Committee; innovate thinking and working methods towards being closer to the people, closer to the people; take the efficiency of work and products serving the people as the highest goal.
Immediately after the Congress, the Executive Committee of the Commune Party Committee needs to lead, direct, and thoroughly disseminate to cadres, party members, and people about the Party's policies, the State's laws and policies on the arrangement of administrative units and the organization of local governments at both levels; uphold the spirit of solidarity, unity, create social consensus, consider this an endogenous strength to overcome difficulties and challenges. At the same time, take care of the development of culture - society, improve the spiritual life of the people; build a team of cadres and party members "brilliant, highly intelligent, strong-willed, close to the people, responsible to the people".
At the Congress, the Provincial Party Committee Standing Committee announced the decisions to appoint the Executive Committee, Standing Committee, Secretary, Deputy Secretary, Chairman, and Deputy Chairman of the Inspection Committee of the Commune Party Committee for the 2025 - 2030 term. Mr. Le Xuan Binh was appointed to hold the position of Secretary of the Ngoc Trao Commune Party Committee.
