Financial inspection of 152,537 visits
Mr. Truong Hong Son - Chairman of the Inspection Committee of the Ho Chi Minh City Labor Federation - said that in the past 10 years, the city's trade unions at all levels have inspected 292,601 cases, of which 140,064 cases were inspected for compliance with the Charter of the Vietnam Trade Union; 152,537 cases were inspected for financial inspections; 10 inspections for signs of violations related to the collection, expenditure, management of trade union finances and compliance with the Charter of the Vietnam Trade Union.
Through the inspection, the recommendation for collection was made and a total amount of VND 258.61 billion was paid to the union's finances (of which VND 232.2 billion was collected for union fees and VND 26.41 billion for union fees). At the same time, 3,743 complaints and denunciations were received, 1,098 complaints under the authority of the Trade Union were successfully resolved; participated in and coordinated with relevant authorities to resolve 2,182 complaints/2,645 complaints under the authority of agencies and units, the remaining complaints were sent to competent authorities for consideration and resolution.
The inspection also showed that trade unions at all levels have proactively developed and implemented work programs and plans, developed and perfected trade union working regulations, the results of the inspection of compliance with the Vietnam Trade Union Charter have helped to effectively implement the resolutions of trade unions at the higher and higher levels.
However, the planning and training of union cadres is still limited, some grassroots unions still extend the term of the congress, the inspection of compliance with the Charter of the Vietnam Trade Union at grassroots unions is not implemented evenly, in some places is formal, not going into depth in the content of the inspection; the guidance on activities for member grassroots unions, departmental unions, and union groups is not timely and not in line with reality.
Good inspection work will help strengthen the trade union
Mr. Nguyen Van Hai - Chairman of the Binh Tan District Labor Federation, Ho Chi Minh City - said that the work of inspecting the union contributes significantly to improving the quality of union activities and the trust of employees in the union. For example, right after the Lunar New Year 2025, the Inspection Committee of the Binh Tan District Labor Federation checked whether the distribution of Tet gifts could be directly reached by union members and workers. Or, the Inspection Committee of Binh Tan District Labor Federation supervises the implementation of the District Labor Federation's recommendation on improving the quality of workers' accommodation.
"The inspection is to promptly detect errors and prevent violations to improve union activities, not to search deeply and discipline officials" - Mr. Hai said.
Mr. Vo Khac Thai - Chairman of the Ho Chi Minh City Labor Federation - also said that if the union inspection work is done well, it will help strengthen union activities.
Mr. Thai suggested that Ho Chi Minh City Trade Unions at all levels need to raise awareness and strengthen the role and responsibility of Executive Committees, Standing Committees, and Trade Union Chairmen at all levels in leading, directing, and organizing the implementation of inspection, supervision, and organization of the activities of the Trade Union Inspection Committee.
In addition to inspection, trade unions at all levels also need to supervise authorities and enterprises in implementing the provisions of the law on labor, trade unions, social insurance, health insurance, and unemployment insurance for employees.
"The 2013 Trade Union Law only stipulates that trade union organizations participate in inspection, examination and supervision. However, the 2024 Trade Union Law (effective from July 1, 2025 - PV) stipulates that trade union organizations have the right to preside over supervision, including monitoring, detection, review, evaluation, and recommendations in developing and implementing policies and laws on trade unions, labor, employment, wages, social insurance, unemployment insurance, health insurance, occupational safety and hygiene, collective labor agreements, implementing democracy at the grassroots level and other regimes, policies and laws directly related to the legitimate and legal rights and interests of workers and trade union organizations. This supervision is not only applicable to employers but also to competent authorities related to supervision content. The inspection must be substantial and informal. If this is done well, it will contribute significantly to the effective implementation of Resolution 02-NQ/TW dated June 12, 2021 of the Politburo "On innovation of organization and operation of Vietnam Trade Union in the new situation" and to protect the legitimate and legal rights and interests of employees, contributing to building harmonious, stable and progressive labor relations," said Mr. Thai.
