"5 clear" in developing union members

In 2024, up to now, Hanoi City Trade Unions at all levels have established 526/492 grassroots trade unions, reaching 107% of the target assigned by the Hanoi Party Committee.

In 2024, the target of developing union members and establishing grassroots unions assigned by the Vietnam General Confederation of Labor to the Hanoi City Labor Federation increased by more than 3 times compared to previous years. Therefore, up to now, despite the maximum application of measures from propaganda, mobilization, coordination, guidance, and urging, the result of developing union members has only reached 32,776/152,200 union members (21.5% of the target).

In reality, there are many good practices from the grassroots that can become experiences. One of them is the practice of the Hanoi Industrial and Export Processing Zones Trade Union.

Mr. Nguyen Dinh Thang - Chairman of the Hanoi Industrial and Export Processing Zones Trade Union - said that in order to effectively carry out Trade Union activities, including the development of union members and the establishment of grassroots Trade Unions, the Hanoi Industrial and Export Processing Zones Trade Union has implemented the motto of assigning specific tasks to each full-time Trade Union official, in the spirit of "5 clear", including: Clear people, clear work, clear progress, clear results, clear responsibilities".

This motto is implemented in the spirit of perseverance and persistence. When a full-time union official is assigned to mobilize and promote union members and establish a grassroots union, that official must clearly understand the work, set a schedule, and report results on schedule or in stages. Experience has also shown that only when the person assigned to the task clearly sees his or her responsibilities will the work be highly effective.

Currently, the Hanoi Industrial and Export Processing Zones Trade Union is directly managing 348 grassroots trade unions with 151,641 employees, including 142,167 union members; there is 1 grassroots administrative trade union (Management Board). 100% of grassroots trade union officials work part-time.

Based on the characteristics and actual situation, the Hanoi Industrial and Export Processing Zones Trade Union identifies itself as a servant, the higher-level Trade Union serves the lower-level Trade Union. Therefore, the spirit of “5 clear” is always implemented by the Hanoi Industrial and Export Processing Zones Trade Union. In particular, each specialized Trade Union official is always trained and works with the spirit of “Good at one thing, proficient in many things”.

In the work of developing union members and establishing grassroots unions in Hanoi, there are also other experiences from the grassroots level. For example, for the Hai Ba Trung District Labor Federation, close coordination with the tax authorities and the district Social Insurance brought about practical results. Meanwhile, in the Cau Giay District Labor Federation and the Hoai Duc District Labor Federation, the results were achieved thanks to propaganda and mobilization work as the key factor.

Besides, there must be many innovations, creativity and flexibility in persuading and mobilizing workers to join the Trade Union, and at the same time, there must be detailed and timely guidance.
