Honoring direct workers
The highlight of the emulation movement "Good workers, Creative workers" organized by the Hanoi City Labor Federation is the movement "Initiatives, Creativity of the Capital" and the movement to strive to achieve the title of "Good workers of the Capital".
From the emulation movement "Creative Labor" launched by the Vietnam General Confederation of Labor in 1996, which was specifically supported by the Hanoi City Labor Federation with the movement to strive for the title "Initiative, Creative Capital", the movement has created a great influence, and has been positively responded to by authorities at all levels, trade unions, business owners and a large number of workers.
In particular, the movement has shifted the focus of emulation and reward to the grassroots, encouraging and rewarding managers, scientists and employees who are directly innovative and creative in production and business. As a result, from 2020 to 2025, 170,973 initiatives have been recognized at the grassroots level, 11,704 initiatives have been recognized at the higher-level level.
Since the first years of launching, the number of responding enterprises and employees recognized as " good workers in the capital" has mainly focused on state-owned enterprises and joint stock companies with state capital. Currently, the number of workers achieving the title of " good worker in the capital" is mainly concentrated in non-state enterprises and enterprises with foreign direct investment capital.
In 5 years, over 145,500 employees have been recognized as excellent workers at the grassroots level; 8,655 employees have been recognized as "Good workers at the grassroots level". From typical advanced examples from the grassroots and upper levels, the Standing Committee of the Hanoi City Labor Federation has selected and decided to award the Certificate of Recognition to 535 employees who have achieved the title of "Good Workers of the Capital". In particular, the FDI enterprise sector alone accounts for over 40% of the number of honored workers. Many good workers have won high prizes at the City, regional and international Skilled Competition.
Considering rewards as a driving force to promote emulation
The Hanoi City Labor Federation also organizes and implements many other emulation movements such as "Ongering theory, practicing skills, competing in skilled workers", "Good at public work, good at housework" among female employees, "Green, clean, beautiful, ensuring occupational safety and hygiene", "All people join hands to build new rural areas, civilized urban areas" ... These movements are all concretized, suitable for the field, profession and meet the demand for dedication of workers.
Along with innovating, launching and promoting patriotic emulation movements among workers in the capital, over the past 5 years, the Hanoi City Labor Federation has always done a good job of rewarding, considering reward as a driving force to promote emulation. The reward work of the City Labor Federation is accurate, timely, public, transparent, creating a strong spread momentum. In particular, the reward rate for direct employees and small groups increased compared to the period 2010-2015.
When directing the development direction of emulation movements in the coming time organized by the Hanoi Trade Union, Vice President of the Vietnam General Confederation of Labor Ngo Duy Hieu analyzed: Substantial benefits are the most concrete and practical motivation to promote initiatives and creativity in each employee, therefore, the Trade Union organization when dialogue, negotiates, and signs Collective Labor Agreements, needs to include them in regulations to enjoy the rights of people with creative initiatives commensurate with their contributions.
