Speaking at the opening of the congress, Mr. Ngo Duy Hieu - Vice President of the Vietnam General Confederation of Labor, Head of the Branch said that after more than 5 years of implementing the tasks of the Resolution of the 3rd Branch Congress, term 2019 - 2024, with a sense of responsibility, dynamism, creativity and enthusiastic support of all members, the Branch has strived to overcome difficulties and challenges, innovated the content and methods of operation, proposed many new and practical policies and solutions, organized the implementation and basically completed the goals, targets and tasks set out in the Resolution.
The activities of the Vietnam General Confederation of Labor Lawyers Association have gradually focused on building a constantly growing organization, promoting the role of members, and contributing to increasingly improving the quality of advice in the legal field of the Vietnam General Confederation of Labor, industry unions, and corporations under the Vietnam General Confederation of Labor.
According to Mr. Ngo Duy Hieu, the 4th Congress of the Association has the task of objectively and comprehensively assessing the achieved results, pointing out the limitations and shortcomings, and drawing lessons from the 2019-2024 term; from there, on the basis of inheriting the achievements of the past term, continuing to determine the goals, directions, tasks and solutions of the Association of Lawyers in the next 5 years...
The Congress also reviewed the leadership of the Executive Committee of the Branch for the 2019-2024 term and elected the new Executive Committee for the 2024-2029 term, including members who are exemplary in political qualities, ethics, working capacity, have courage, intelligence, are always innovative, creative, dedicated, responsible, representing the will and aspirations of the members, meeting the leadership requirements to successfully implement the Resolution of the 4th Congress for the 2024-2029 term...
During the last term, with the attention of the Standing Committee of the Presidium of the Vietnam General Confederation of Labor, the Standing Committee of the Central Committee of the Vietnam Lawyers Association and the efforts of its members, the Branch has achieved many important results in participating in policy and law making, legal consultancy, propaganda, dissemination and legal education, actively contributing to the work results of the Branch and the Vietnam General Confederation of Labor.
The Association has also encouraged and promoted the role of members in professional advisory committees of the Vietnam General Confederation of Labor to issue more than 100 documents providing opinions to agencies of the Party, Government, ministries and branches on policy and law making (mainly draft laws, decrees, circulars, decisions), focusing on the fields of labor, trade unions, social insurance, health insurance, unemployment insurance, occupational safety and hygiene, civil servants and public employees, in which, it has participated in giving opinions and completing more than 25 draft laws.
The Association members coordinate with relevant departments and units to operate and monitor the online legal consulting software integrated on the electronic information portal of the Vietnam General Confederation of Labor and the fan page of the Trade Union. Through the software, during the term, 102,923 questions from workers were answered, an average of over 3,000 questions were answered/month.
The branch also advised to strengthen the legal reporting team of the Vietnam General Confederation of Labor; coordinate with specialized departments and affiliated units to assign cadres and members to participate in disseminating labor law, trade unions, social insurance and policies related to workers with thousands of news, articles, reports, etc., promoting the role of branch members in disseminating policies and laws through mass media.
According to incomplete statistics, on average, every year, over 12 million union members and workers are informed of the Party's guidelines and policies and the State's laws and policies, contributing to raising awareness, strengthening trust, and equipping them with knowledge and skills to protect their legitimate and legal rights and interests.
Over the past 5 years, the association's members have advised the Vietnam General Confederation of Labor to compile and publish about 20,000 copies of legal advice documents, 30,000 copies of collective labor agreement situations, 25,000 handbooks on basic rights of employees in labor relations, 01 online book on resolving labor disputes in court, published 13,700 handbooks on things to know about social insurance, health insurance, etc., participated in providing information and articles to newspapers, radio and television stations on social insurance policies, the Trade Union Law and the Labor Code, and the Law on Occupational Safety and Hygiene.
During the 2024-2029 term, the Vietnam General Confederation of Labor Lawyers Association sets out the following directions: Innovating the organization, improving operational efficiency, promoting the proactive and active role of members, contributing to the effective implementation of the role of representing and protecting the legitimate and legal rights and interests of union members and workers.
Accordingly, the Association continues to effectively participate in activities to amend the Trade Union Law, participate in law-making, make recommendations and proposals to the Party and the State on the development of mechanisms, policies and laws to protect the legitimate rights and interests of workers. Special attention is paid to participating in giving opinions and social criticism on draft legal documents; promoting and improving the quality and effectiveness of legal consultancy and legal aid in accordance with the functions and tasks of the Association and current requirements; participating in propagating, disseminating and educating the law, bringing the law into life...
