On November 13, 2024, the National Assembly passed Resolution 159/2024/QH15 on the state budget estimate for 2025.
Accordingly, the National Assembly resolved to use 60,000 billion VND of the central budget's accumulated salary reform fund and 50,619 billion VND of the local budget's salary reform fund until the end of 2024, with the remaining balance transferred to the 2025 budget arrangement of ministries, central and local agencies to implement the basic salary level of 2.34 million VND/month.
Regarding the implementation of salary policy and some social policies, Resolution 159/2024/QH15 clearly states that public sector salaries, pensions, social insurance benefits, monthly allowances, and preferential allowances for people with meritorious services will not be increased in 2025.
Thus, in 2025, there will be no salary increase for officials, civil servants and public employees, while the basic salary of 2.34 million VND/month will still be applied.
Accordingly, salaries of cadres, civil servants and public employees are still calculated according to current regulations, based on basic salary and salary coefficient.
Article 3 of Circular 07/2024/TT-BNV clearly states that the salary of cadres, civil servants and public employees is currently calculated using the following formula:
Salary = Salary coefficient x Basic salary
In there:
- The basic salary stipulated in Decree 73/2024/ND-CP is 2,340,000 VND/month.
- The salary coefficient will be based on Decree 204/2004/ND-CP. Currently, the professional and technical salary scale of civil servants includes 12 salary levels, the lowest salary coefficient is 1.5; the highest is 8.0.
Salary table for type A3 civil servants is as follows:
- Group 1 (A3.1) has salary coefficients and salary levels as follows: 6.2 - 14,508 million VND; 6.56 - 15,350 million VND; 6.92 - 16,193 million VND; 7.28 - 17,035 million VND; 7.64 - 17,878 million VND; 8.0 - 18,720 million VND.
- Group 2 (A3.2) has salary coefficients and salary levels as follows: 5.75 - 13.455 million VND; 6.11 - 14.297 million VND; 6.47 - 15.140 million VND; 6.83 - 15.982 million VND; 7.19 - 16.825 million VND; 7.55 - 17.667 million VND.
