Approved 110,619 billion VND to implement basic salary in 2025

In 2025, 60,000 billion VND of central government's accumulated salary reform funds and 50,619 billion VND of salary reform funds will be used to implement the basic salary.

National Assembly Chairman Tran Thanh Man has just signed to certify Resolution No. 160/2024/QH15 on central budget allocation in 2025.

Total central budget revenue is 1,020,164 billion VND. Total local budget revenue is 946,675 billion VND.

Use 60,000 billion VND of the central budget's accumulated salary reform fund and 50,619 billion VND of the local budget's salary reform fund by the end of 2024, with the remaining balance transferred to the 2025 budget arrangement of ministries, central and local agencies to implement the basic salary level of 2.34 million VND/month.

Total central budget expenditure is 1,523,264 billion VND, of which:

Estimated 248,786 billion VND to supplement the budget balance (including the additional balance increase of 2% compared to the 2024 state budget estimate and an increase of 917.3 billion VND for Nghe An provincial budget to implement Resolution No. 137/2024/QH15 dated June 26, 2024 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Nghe An province).

Targeted additional budget for local budgets (including an additional amount of 14,434.4 billion VND to ensure that the estimated level of local budget balance expenditure in 2025 is not lower than the estimated level of local budget balance expenditure in 2023).

The Government shall assign the tasks of state budget collection and expenditure, and the central budget allocation level to each ministry, central agency, province, and centrally-run city in accordance with the provisions of the State Budget Law, the Resolution of the National Assembly, and notify in writing each National Assembly delegation of the province and centrally-run city.

Direct and guide ministries, central agencies and provinces and centrally run cities to allocate state budget investment capital to ensure concentration, focus, and key points, and comply with conditions and priority order as prescribed by the Law on Public Investment, Resolutions of the National Assembly, and Resolutions of the National Assembly Standing Committee.

Pay off all outstanding debts for basic construction in accordance with the provisions of law; recover all remaining advanced capital that must be recovered in the Medium-Term Public Investment Plan for the period 2021-2025.

Allocate sufficient capital for completed projects to be handed over and put into use before 2025, counterpart capital for projects using ODA capital and foreign concessional loans, state budget capital participating in PPP projects, investment preparation tasks, planning tasks, and transitional projects that must be completed in 2025.

Allocate capital according to progress for important national projects, connecting projects, projects with inter-regional impacts that promote rapid and sustainable socio-economic development, and transitional projects according to progress; after allocating sufficient capital for the above tasks, the remaining capital is allocated for newly started projects that have completed investment procedures according to legal regulations.

Tighten financial discipline, strictly handle violations and obstacles that slow down capital allocation, implementation and disbursement; individualize the responsibility of the head in case of slow implementation and disbursement, associated with the assessment of the level of completion of assigned tasks.

Arrange regular expenditures for economic activities of 5,307 billion VND, equivalent to 85% of the revenue from administrative fines for road traffic safety and order that has been paid to the state budget in 2023 to the Ministry of Public Security to spend on ensuring traffic safety and order, 936.5 billion VND (equivalent to 15% of the actual amount incurred in the local area) is a targeted supplement to the local budget to support the implementation of the task of ensuring traffic safety and order in the localities.
