In Decision No. 863/QD-BNV effective from July 1, 2025, the Ministry of Home Affairs has clearly stipulated the process and procedures for implementing this content as follows:
Implementation procedures
Step 1: The person receiving monthly pension and social insurance benefits who wishes to change the receipt form (cash or received through a bank account) or change the receiving place due to a change of residence in the country must send a document to the social insurance agency where the payment is being made.
Step 2: Within 05 working days from the date of receipt of the document, the Social Insurance agency is responsible for handling the document. In case of not resolving the issue, a written response must be provided stating the reason.
How to do it
One of three forms of application submission can be chosen: Submit directly to the Social Insurance agency; Submit online via the Public Service Portal; Submit via the Public Post service.
Component of the dossier
The document proposes to change the form of receipt, place of receipt of pension, and monthly social insurance allowance.
Processing period: Within 05 working days from the date of receipt of the document.

People who are receiving monthly pensions and social insurance benefits wish to change the form of receipt or change the place of receipt due to changing their domestic residence.

Social Insurance Agency according to the decentralization of Vietnam Social Insurance.

Notice of receipt of travel documents and registration to receive monthly pension or social insurance benefits.

Currently, the whole country has more than 3.4 million people receiving monthly pensions and social insurance benefits. According to statistics during the payment period in May 2025, Vietnam Social Security has paid nearly VND 21,300 billion to beneficiaries.
In the context of the number of people receiving pensions increasing in recent times, units under and directly under Vietnam Social Insurance have continued to maintain flexible implementation, organize the implementation of process reviews, adjust professional software implementation according to the new organizational model, ensuring smoothness, without affecting the rights of beneficiaries.
Therefore, the settlement of social insurance benefits for employees is always ensured in a timely manner, in accordance with regulations.
