The plan aims to improve the quality and efficiency of agricultural vocational training, especially focusing on practical skills, helping farmers become professional, knowledgeable, and skilled, becoming the core force in the process of developing the rural economy.
Vocational training is associated with post-training employment, aiming to increase income for workers, sustainably reduce poverty, shift the labor structure and contribute to the effective implementation of new rural construction criteria.
The plan also aims to train and change careers, transfer a part of rural labor to the service sector of agriculture, serve the restructuring of the agricultural sector and respond to climate change, thereby creating more jobs, increasing income, and gradually improving the lives of rural people.
In 2025, Binh Dinh province will organize elementary agricultural vocational training and short-term training courses (under 3 months) for about 2,000 rural workers, with a total estimated cost of 6.7 billion VND.
The participants are rural workers who need to learn agricultural vocation. In which, the province prioritizes: Workers participating in raw material areas; workers in ethnic minority and mountainous areas; workers from poor households, near-poor households, newly escaped poverty households; low-income workers and other policy beneficiaries according to current regulations.
The locality will focus on training to meet labor criteria in the National Criteria for New Rural Development; promote social security and socio-economic development in disadvantaged areas, especially ethnic minority and mountainous areas.
The training content aims to form a high-quality workforce capable of adapting to smart, ecological, organic agricultural production and digital transformation. The province also focuses on training to enhance the value of key agricultural products, develop OCOP products, apply information technology, advanced production processes, high technology and biosafety.
Workers will be equipped with management skills, marketing management, finance and production plans to suit the requirements of domestic and international markets.
The training is organized according to the list of occupations, framework programs, cost norms and socio-technical norms for elementary-level occupations and vocational training courses under 3 months, issued by the People's Committee of Binh Dinh province.
