Recently, Binh Dinh province has had 4 drowning incidents that killed 6 children. The main reason is that the propaganda work on preventing drowning accidents is still limited; children lack the skills to swim and handle dangerous situations in water; parents' subjectivity when letting children swim in the sea, river, or lake without supervision.
It is forecasted that in the coming time, the hot weather will continue, along with the summer vacation of students, the demand for swimming of children and the number of tourists coming to Binh Dinh to swim will increase, posing a potential risk of drowning accidents.
In that situation, Chairman of Binh Dinh Provincial People's Committee Pham Anh Tuan suggested that Heads of departments, branches, sectors, Chairmen of People's Committees of districts, towns and cities raise their responsibility in preventing and combating drowning, especially for children and students. In particular, focusing on propagating, educating, and disseminating regulations, knowledge, and skills on drowning prevention to raise awareness and consciousness of families, schools, communities, and children themselves.
The Department of Culture, Sports and Tourism directs media channels to increase propaganda, disseminate knowledge and skills on drowning prevention; mobilize families to take their children to swimming school, learn safe skills in water environment; guide first aid measures for drowning people.
The Department of Health directs medical examination and treatment facilities to perform well the work of first aid, emergency care and timely transportation of drowning victims. The Department of Education and Training guides educational institutions to strengthen coordination with parents in managing students, organizing propaganda, and educating on drowning prevention skills at schools.
The Provincial Police directed police forces at all levels to increase patrols and control to ensure safety of waterway traffic; advise local authorities to organize inspections and guide the implementation of rescue regulations in high-risk areas; prepare forces and means to respond when situations arise.
Districts, towns and cities urgently put up warning signs of danger in high-risk areas such as beaches, beaches, rivers, lakes, and deep holes with water; install warning signs for people and tourists; at the same time, maintain rescue teams and equip adequate means to be ready for rescue when an accident occurs.
