Since the Provincial Steering Committee meeting on March 6, the work of preventing and combating IUU fishing in Binh Dinh province has achieved positive results. In particular, up to now, there have been no more cases of fishing vessels of the province violating foreign waters.
However, there are still many limitations that need to be overcome soon before the European Commission (EC) Inspection Team conducts the 5th inspection. In particular, there are still many fishing vessels that have not been inspected, have not renewed their fishing licenses, have not installed voyage monitoring equipment (TBGSHT); law enforcement work is still lax; the number of fishing vessels that have lost VMS connection, crossed the fishing boundary at sea but have not been fined is still large.
To thoroughly overcome the shortcomings, the Chairman of the People's Committee of Binh Dinh province requested the Binh Dinh Fisheries sector to focus on synchronously implementing solutions to remove the EC "yellow card"; developing the Binh Dinh fisheries in accordance with regulations.
Regarding fleet management, the Chairman of the People's Committee of Binh Dinh province assigned coastal localities to coordinate with the Department of Agriculture and Environment (DONRE), the Provincial Border Guard Command and units to urgently inspect and review all fishing vessels that have not been inspected and have not renewed their fishing licenses, and support fishermen to complete procedures according to regulations.
In case the fishing boat owner does not comply, force the boat to move to a concentrated anchorage location in the locality for the authorities to supervise, absolutely do not let it go out to sea to fish. At the same time, a list of reports was prepared to the Department of Fisheries (Ministry of Natural Resources and Environment), proposing to remove them from the national fishing vessel management system.
For special cases where boat owners encounter difficulties, localities should proactively consider supporting funding and food to stabilize the lives of fishermen according to current regulations. With the number of damaged fishing vessels, lying on the shore and no longer operating, there must be measures to handle them thoroughly.
"For fishing vessels that have not installed TBGSHT, coastal localities must organize inspections, bring them to centralized anchorage areas, not allow them to go to sea and be responsible to the Chairman of Binh Dinh province if these fishing vessels go to sea," Mr. Pham Anh Tuan directed.
Particularly for the group of fishing vessels at high risk of violations (vessels 12-15m long), localities are required to strengthen supervision and grasp specific situations. In case of detecting signs of ship owners intending to violate foreign waters, they must promptly notify Border Guard Stations/Stop stations to prevent and not allow departure.
