The Labor and Employment Report for the third quarter and the first 9 months of 2025 of the Statistical Office shows that self- propelled laborers in the third quarter of 2025 were 3,800,000 people, down 72,500,000 people compared to the previous quarter and down 76,600,000 people compared to the same period last year.
In the first 9 months of 2025, self- propelled laborers were 3,800,000 people, down 83,400,000 people compared to the same period last year. Of which, female workers account for 62.7%; rural workers account for 87.0%.
Self- propelled labor is labor that produces products for the main purpose of personal and family use. The production decisions of self- propelled and self- Propagated laborers are mainly directed towards themselves and their families, so they are often characterized by closeness, non-profitness accompanied by low efficiency and low productivity. Therefore, as the economy and the scientific and technological revolution develop, this form of production is increasingly narrowing. However, in a developing country like Vietnam, the number of people doing these jobs in the agriculture, forestry and fishery sector is still quite high.
The Statistics Office recommends that the State should implement specific policies to attract this group to participate in the labor market, on the one hand contributing to improving social labor productivity in general and on the other hand helping to improve the lives of workers.
Also according to the report of the Statistics Office, workers with general informal jobs (including workers working in the agricultural, forestry and fishery household sector) are those who are employed and fall into one of the following cases: Family workers are not entitled to salary or wages; facility owners, self-employed workers in the informal sector; salaried workers are not allowed to sign labor contracts or are allowed to sign fixed-term contracts but are not required by the recruitment facility to pay social insurance; cooperative members do not pay compulsory social insurance; workers in the agricultural household area.
Unemployed people of working age include those with jobs who want to work overtime; willing to work overtime; actually working under 35 hours/week.
Unemployed people are those who are 15 years old or older and have all 3 factors during the reference period: Currently unemployed, looking for a job and willing to work. The unemployment rate is the percentage of the unemployed compared to the labor force.
Workers with working needs but not meeting the job requirements (also known as unemployed workers) include unemployed people, unemployed people and a group of non-working people who are willing to work but do not find a job or have found a job but are not ready to work immediately. The rate of unemployed workers is the ratio of workers who need to work but are not fully covered by the work compared to the total number of workers who need to work in the economy.
