Due to the impact of storms and floods, the water level of the Cau River rose rapidly, exceeding the warning level III, causing hundreds of households in villages 8, Da Hoi, Binh An, An Lac, Hoa Binh and Do Tan to be isolated.
According to the report of the Standing Office of the Trung Gia Commune Civil Defense Command, at 8:00 a.m. on October 8, the water level of the Cau River at Luong Phuc station reached 8.8m - higher than the alarm level III. The People's Committee of the commune has mobilized forces to be on duty 24/24 hours, organize patrols, guard the dykes and support people according to the approved disaster prevention and control plan.

A representative of Trung Gia Commune People's Committee said that with the motto "4 on-site" as the key in natural disaster prevention and control, the commune's functional forces are on duty 24/7 and ready to rescue and support the evacuation of people and property when the water level continues to rise. The commune has fully prepared means and necessities, ensuring that no household is left hungry or in a dangerous situation.
In the face of complicated weather developments, the People's Committee of Trung Gia commune issued an urgent telegram, directing villages and residential groups to urgently overcome the consequences of storm No. 10 and proactively respond to the circulation of storm No. 11. Areas at risk of landslides are being closely reviewed and monitored; people in low-lying areas are being mobilized to temporarily evacuate to ensure the safety of life and property.

Currently, the Commune Civil Defense Command has coordinated with Battalion 86, Commune Police and shock forces to support people to move to safety. The grassroots shock teams were mobilized to clear the flow, put up warning ropes, and place signs at deeply flooded locations to ensure traffic safety.
In just a few hours, floodwaters overflowed the dike surface, causing hundreds of households to be submerged in water. Ms. Pham Thi Ngoc Ly, residing in Xuan Son village, Trung Gia commune, said: "Water flooded into the house nearly 1m, the electricity was cut off, all equipment such as refrigerators and washing machines on the first floor were flooded. Currently, the whole family of 4 has to stay with the outside country".

Speaking to Lao Dong Newspaper reporter, Mr. Trinh Van Hong - Head of the Veterans Association of Xuan Son village said that after receiving an urgent notice from the People's Committee of the commune and village, a response plan was deployed, propaganda and mobilization of shock forces and organizations to support people in moving their belongings and moving to higher ground. However, due to the flood water rising too quickly, the entire Xuan Son village was deeply flooded, many houses had water all over their roofs, and all their belongings were submerged in water.
"Currently, we only focus on evacuating people, saving people and property. The material damage was huge because most of the people's assets were swept away by floodwaters," said Mr. Hong.
The representative of Trung Gia Commune People's Committee said that they are continuously updating the developments of the storm's circulation, regularly reporting to the City Civil Defense Command to promptly request instructions and support.
Previously, on the afternoon of October 7, Standing Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong directly inspected the flooding situation and response work in Hoa Binh village, Trung Gia commune. He requested the immediate implementation of urgent measures in the key vulnerable area, the right dike of Cau at Km25+850.

The Standing Deputy Secretary of the City Party Committee requested Trung Gia commune to review the entire system of lakes, dams, vulnerable dyke sections, and areas at risk of landslides and flooding to have timely response solutions; at the same time, focus on ensuring the safety of people's lives and property.
Flood prevention and control is not only an urgent task during storms, but should be considered a regular, long-term task, associated with planning and developing new rural infrastructure, Mr. Nguyen Van Phong directed.
