According to license No. 38 dated June 13, 2016 issued by the Ha Tinh Department of Construction to Hong Lam Xuan Thanh Joint Stock Company, at the projects under the Service Area and Xuan Thanh accommodation construction project, there is a construction of an 850m long sea embankment, using a 5.4m long, 996mm wide, 300mm thick demand-bearing pile.

However, through observation by Lao Dong Newspaper reporters at the scene of Hoa Tien Xuan Thanh Resort, there are many collapsed and severely damaged villas with signs of no sea embankment covering the waves in front.

Many villas facing the sea were damaged by waves, revealing quite shallow foundations, feeling unable to withstand big waves and big storms.

In recent days, the investor has hired workers and sand excavators on the beach to use thousands of sacks to build a temporary breakwater to protect this beach-oriented villa strip.

A management officer here said that the unit will temporarily reinforce it with sand embankments in the immediate future, and will later build a solid concrete embankment.

The environmental impact assessment report of the Xuan Thanh Service and Housing Project also determined: Every year, there are many storms and thunderstorms in this area. High waves, rising water accompanied by rain and storms.

To minimize the impact of large waves and rising water, the design height and stability of the project must be calculated at the maximum level, and a plan must be prepared to respond to unusual meteorological and hydrological conditions during the construction process, the content of the environmental impact assessment report stated.

Regarding the project that is receiving public attention, on the morning of October 9, speaking with a reporter from Lao Dong Newspaper, Mr. Nguyen Quoc Ha - Deputy Director of Ha Tinh Department of Construction - said that the Department of Construction is setting up an inspection team to conduct an inspection of Hoa Tien Xuan Thanh Resort Project to determine the reason why many villas here have recently collapsed and been severely damaged after storm No. 10.
