Regarding the case of Mr. Nguyen Van Xuan - teacher at Ngo May Secondary School (Quy Nhon City) - accusing of having his benefits cut for many years, the People's Committee of Quy Nhon City continues to respond to the information.
The school violated the instructions of the Department of Education and Training.
Previously, in the article "Teachers accuse of having their benefits cut: Many contradictions need to be clarified", Lao Dong Newspaper pointed out many contradictions and inconsistencies in the report on the verification results of the reflection content of Quy Nhon City People's Committee.
Immediately afterwards, the Quy Nhon City People's Committee directed the city's Department of Education and Training to inspect and respond to Lao Dong Newspaper. On December 19, Ms. To Thi Thu Huong - Head of the Department of Education and Training of Quy Nhon City reported on the incident.
In the report, Ms. Huong explained that Binh Dinh traditional martial arts (VCT) is identified as a national intangible cultural heritage. Along with that, Binh Dinh province has issued a project for preservation and development.
Therefore, the school's inclusion of Binh Dinh VCT in the elective sports content (TTTC; main course) is in accordance with the requirement "... to develop local sports and suitable for the school's conditions..." according to the instructions of Binh Dinh Department of Education and Training.
Based on this, in the 2018-2019 and 2019-2020 school years, the Principal of Ngo May Secondary School approved the plan to include Binh Dinh VCT in 12 TTTC periods in the Physical Education program.
According to Ms. Huong, in the 2018-2019 and 2019-2020 school years, secondary schools in the area must conduct 12 TTTC periods and must teach extracurricular VCT.
However, in the 2018-2019 school year, the school did not organize extracurricular VCT teaching according to the instructions of the Department of Education and Training of Binh Dinh province and the Department of Education and Training of Quy Nhon city.
In the 2019-2020 school year, the school did not organize extracurricular VCT classes due to social distancing to prevent the Covid-19 epidemic.
Ms. Huong also affirmed that the school's inclusion of VCT in the TTTC content with a duration of 12 periods (main course) is in accordance with regulations, so no conversion is made.
"Up and down" inconsistent
Although Ms. Huong believes that the school's inclusion of Binh Dinh VCT in the content of TTTC is appropriate, however, in the report "Results of verifying the content reflected by Lao Dong Newspaper" dated October 31, 2024, Quy Nhon City People's Committee affirmed that this was not done in accordance with the instructions, because the school did not report to Quy Nhon City Department of Education and Training before implementation.
Ms. Huong also said that the school's inclusion of VCT in the TTTC content with a duration of 12 periods (main course) is in accordance with regulations, but this viewpoint is completely contrary to the opinion of the head of the Education Department of Binh Dinh province.
Previously, Mr. Dao Duc Tuan - Director of the Department of Education and Training of Binh Dinh province affirmed that the Department only guided to include Binh Dinh VCT subject in extracurricular programs, not in the main curriculum.
"The official curriculum belongs to the curriculum distribution issued by the Ministry of Education and Training, after reporting to the Government and being approved by the National Assembly. Therefore, the Department of Education and Training cannot violate the regulations," said Mr. Tuan.
The strange thing is that for the same problem and incident, the content of the reports and responses from the Department of Education and Training of Binh Dinh province, the People's Committee of Quy Nhon city and the Department of Education and Training of Quy Nhon city do not "match" each other.
The case has lasted for more than 2 months, with many letters back and forth but has not been resolved. Quy Nhon City needs to resolve this case to ensure the rights of teachers.

At the end of November 2024, Mr. Nguyen Phuong Nam - Vice Chairman of Quy Nhon City People's Committee said that he would request the units to direct the Principal of Ngo May Secondary School to urgently review the number of teaching periods for Physical Education and VCT of teachers in each school year, and implement the settlement of overtime teaching salary regime if it is determined that the number of periods exceeds the norm...
However, after nearly a month, the People's Committee of Quy Nhon City still has no results on reviewing and resolving the overtime regime for teachers. So, how long do teachers have to wait?
