Resolution No. 26/2023/NQ-HDND of the Hai Duong Provincial People's Council stipulates the title of part-time worker at the commune level as follows:
Each commune and town has 18 titles; each ward has 20 titles, specifically:
a) Head of the Propaganda Department ( part-time);
b) Deputy Head of the Propaganda Department ( part-time);
c) Chairman of the Inspection Committee ( part-time);
d) Head of the Mass Mobilization sector ( part-time);
d) Deputy Head of the Inspection Committee;
e) Member of the Inspection Committee ( part-time);
g) Vice Chairman of the Fatherland Front Committee;
h) Deputy Secretary of the Youth Union;
i) Vice President of the Women's Union;
k) Vice President of the Veterans Association;
l) Vice President of the Farmers' Association;
m) Office support staff;
n) Deputy Commander of the Military Command;
o) Head of the Radio Station;
p) Veterinary staff;
Q) Agency for editing and presenting daily newsletters ( part-time);
r) Chairman of the Association of the Elderly ( part-time);
s) President of the Red Cross Society (term);
t) Head of the Civil Protection Department (for wards) ( concurrently);
u) Deputy Head of the Civil Protection Department (for wards) ( concurrently).
The monthly allowance for part-time workers at the commune level is stipulated as follows:
a) The allowance to be paid monthly for part-time workers at the commune level who have not been trained includes support for compulsory social insurance and health insurance according to regulations.
b) Part-time workers at the commune level with a professional qualification of intermediate level or higher are also entitled to the allowance level according to Point a, Clause 2 of this Article and are also supported with the monthly allowance level according to the training level as follows:
- Intermediate: 0.21 times the basic salary;
- College: 0.35 times the basic salary;
- University: 0.69 times the basic salary.
c) For non-specialized non-trained communal activities, within 5 years from the Government's Decree No. 33/2023/ND-CP, the Government takes effect (from August 1, 2023) to meet the minimum standards as prescribed. The expiry of the deadline that has not been met, the retirement regime (if eligible) or implements the policy of streamlining payroll according to the Government's regulations.
Currently, the basic salary is 2.34 million VND/month.
