Creating more jobs outside the province
Besides creating jobs in the province, sending workers to work abroad under contract continues to be one of the important solutions to help increase income, improve living standards and improve the quality of human resources in Ca Mau.
Ms. Tran Yen Hoa - Deputy Director of the Department of Home Affairs of Ca Mau province - said that implementing Plan No. 118/KH-UBND on supporting the development of the labor market in 2026, along with the direction of the Provincial Party Committee, Provincial People's Committee and the coordination of sectors and localities, job creation in the area has achieved many positive results.
From the beginning of the year to now, the whole province has created jobs for 32,686 workers, reaching 54.65% of the annual plan. Of which, 13,176 workers have jobs in the province, 18,271 workers work outside the province, 1,239 workers go to work abroad under contract. It is expected that by the end of 2026, the province will complete the goal of creating jobs for 59,000 workers.
Consulting and job connection activities have also been expanded in many forms. The first Ca Mau Provincial Job Fair in 2026 attracted more than 1,200 participants to learn about recruitment information, vocational training and connect with businesses. Through the Employment Service Center and direct and online transaction sessions, more than 33,000 workers have been consulted and introduced to jobs.
Notably, the field of sending workers to work abroad continues to exceed targets. In the first 6 months of the year, the whole province had 1,239 workers leaving the country, reaching 123.9% of the annual plan. Ca Mau has issued a Project on sending workers to work abroad for the period 2026-2030, expanding cooperation with many localities in Korea and coordinating with 32 recruiting enterprises. It is expected that for the whole year there will be about 1,350 workers going to work abroad under contract.
According to leaders of the Department of Home Affairs, in the coming time, the province will continue to focus on developing high-quality human resources; promote vocational guidance from the general education level; strengthen links between vocational education institutions and businesses to train in accordance with actual needs. At the same time, strengthen inspection of the implementation of labor laws, social insurance and unemployment insurance to ensure the legitimate rights of workers.
Businesses crave labor before investment demand
While job creation work has achieved many positive results, many businesses in Ca Mau are facing a labor shortage right in the locality.
Mr. Le Van Luu - Director of Vietnam Shrimp Export Processing Joint Stock Company - said that currently, the recruitment of labor, including unskilled labor, to work at seafood processing plants, is facing many difficulties.
According to Mr. Luu, previously, due to unstable raw material sources, businesses often arranged seasonal labor according to the season. Currently, the raw shrimp source has stabilized, the factory maintains production year-round, workers have regular jobs, there is no longer a situation of waiting for raw materials, thanks to which income is also more stable.
We hope this information will be spread so that workers know that even in their hometowns there are stable jobs and good incomes," Mr. Luu shared.
Similarly, another seafood processing enterprise is in need of recruiting about 3,000 unskilled workers with a committed income of no less than 12 million VND/month. However, despite implementing recruitment in many forms for more than a month, the enterprise has not yet recruited enough personnel to serve production.
This reality shows the paradox of the Ca Mau labor market: while the locality is making efforts to expand job opportunities, many businesses lack labor to meet production needs.
The pressure on human resources is forecast to be even greater as Ca Mau is attracting many large-scale projects in the fields of energy, industry, infrastructure and processing. When these projects go into operation, recruitment demand will increase sharply. If we do not proactively train, connect, and prepare human resources right now, the risk of local labor shortages will occur.
